Job Description
Under general direction of the GIS Coordinator or his/her designee, assists in maintenance and updating of the Public Works and Water and Sewer Department’s records, maps and databases.
Essential Job Functions
- Provides information to the public or Town agencies as needed.
- Maintains records, mapping and databases associated with the Town’s infrastructure.
- Searches files and records to obtain information requested by others regarding property boundaries, utility locations, and related engineering data.
- Issues permits and collects fees as needed.
- Prepares maps, charts, exhibits, etc. necessary for reports and/or presentations.
- Participates in the design and drafting work associated with various construction, repair and maintenance projects.
- Establishes, assigns and maintains address number database.
Other Job Functions
- Updates and edits digital data layers as they relate to the Town’s Geographic Information System and Asset Management System including, but not limited to, sanitary sewer, water, storm and property layer groups, all in accordance with Town standards and procedures.
- Researches files and records for information needed for reports, design work, and presentations.
- Oversees maintenance contracts for office equipment.
- Performs other duties as required.
Desirable Knowledge, Skills & Abilities
- Working knowledge of techniques associated with the practice of Civil Engineering.
- Ability to perform engineering computations, edit digital map data and perform skilled CADD and GIS work using AutoCAD and ArcInfo 8.0 or higher.
- Ability to organize and maintain various files, records and databases in an Engineering office environment.
- Working knowledge of desktop computers and related software.
- Ability to establish and maintain effective working relationships with Town staff, consultants, contractors and the public.
- Ability to express oneself effectively in oral and written form.
Physical & Mental Effort/Environmental & Working Conditions
- Able to push, pull, lift and/or carry objects weighing up to 20 pounds. Must be mobile and able to perform moderately difficult manipulative skills. Able to sit or stand for prolonged periods of time. Able to perform tasks requiring gross body coordination and hand-eye coordination.
- Able to see object closely as in reading a report/map and to discriminate colors.
- Able to hear normal sounds with some background noise and to communicate through human speech.
- Able to work professionally with co-workers, supervisors, customers and the public at large.
- Able to concentrate on fine detail with constant interruption. Needs to attend task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time, and to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over long periods of time.
- May be exposed to electrical hazards and electro-magnetic radiation from computer screens.
Minimum Training & Experience
Graduation from an accredited college, university or community college with an Associate’s Degree in Civil Engineering or a closely related field including courses in basic engineering principles, surveying, computers and CADD, plus two (2) years of experience in CADD/GIS, field and office work in Civil Engineering, or graduation from an accredited high school/technical school with four (4) years of increasing responsible experience in Civil Engineering and CADD or suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his designee.Experience in use of AutoCAD and ArcInfo 8 or higher is required. Must have a valid State of Connecticut motor vehicle operator’s license.
