*4-DAY WORKWEEK POSSIBLE*

NATURE OF WORK

Within the Engineering Design Unit of the Public Works Department, and under the general direction of the Assistant Town Engineer, perform advanced level engineering, administrative and technical design work involving the application of professional engineering skills and knowledge in a variety of municipal public works and water and sewer activities.

ESSENTIAL JOB FUNCTIONS
  • Prepares plans, specifications and cost estimates for the design and construction of various Federal, State, and Town projects.
  • Prepares reports and performs engineering computations on various engineering subjects.
  • Reviews development plans for conformity with Town standards and accepted engineering practices. Consults with engineers, developers, contractors and the general public, as required.
  • May review, coordinate, and check work of engineering and support staff engaged in engineering projects.
  • Prepares and processes various Federal, State, and local permit applications.
  • Assists Construction Inspection Unit as required.
  • Utilizes and maintains the hydraulic/water quality model, the sanitary sewer collection system model, and the storm system model. Trains staff as required.
  • Provides technical information and assistance to various Town Departments, Boards, and Commissions. Stamps plans and specifications as required.
OTHER JOB FUNCTIONS
  • Investigates complaints. Assists in the formulation of operating and capital budgets.
  • Assumes responsibilities of Assistant Town Engineer during his/her absence. Performs other duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
  • Considerable knowledge of the principles and practices of Civil Engineering, particularly as it applies to municipal public works and water and sewer facilities.
  • Knowledge of construction and maintenance methods, materials and equipment employed in municipal public works and water and sewer projects.
  • Ability to do technical research, compile reports and make recommendations for the technical application of findings.
  • Ability to utilize a personal computer in performing engineering calculations and design with software such as, but not limited to, AutoCAD, WaterGEMS, SewerGEMS, other hydraulic software, ArcView and Microsoft Office.
  • Ability to establish and maintain effective working relationships with fellow employees, Town officials and the public.
  • Ability to express ideas clearly and concisely, orally and in writing.
  • Ability to effectively communicate with engineering staff, support staff, and the public.
PHYSICAL AND MENTAL EFFORT/ENVIRONMENTAL AND WORKING CONDITIONS

Able to push, pull, lift and/or carry objects weighing 20 pounds. Able to sit or stand for prolonged periods. Must be mobile and able to perform moderately difficult manipulative skills. Able to perform tasks requiring gross body coordination and hand-eye coordination. Able to see objects as close as when reading a report/map and to discriminate colors. Able to hear normal sounds with background noise and communicate through human speech. Able to concentrate on fine detail with constant interruption. Able to attend to a task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time, and to understand and relate to theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over long periods of time. Able to work professionally with co-workers, supervisors, customers, and the public at large. May be exposed to electrical hazards and electro‑magnetic radiation from computer screens.

MINIMUM TRAINING AND EXPERIENCE

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field plus four (4) years experience in Civil Engineering. Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his/her designee. Certification in the State of Connecticut as a Professional Engineer required, or ability to obtain within nine (9) months. Must possess a valid State of Connecticut motor vehicle operator's license. Suitable experience may be substituted for educational attainment if deemed appropriate by the General Manager or his designee.
