Job summary

North Carolina Department of Transportation seeks an Engineering Specialist I (S) to supervise Engineering Technicians, review inspection reports, and coordinate field reviews in the Division 10 Roadside Environmental Office.

This role will ensure contracts for Rest Area Maintenance, Selective Vegetation, Mowing, Sweeping, and Irrigation are prepared and administered, delivering work plans and prompt maintenance responses.

Qualifications

• Associate’s degree in an applicable area of engineering technology with 6 years' progressive technician experience.
• High school/GED with 8 years' progressive technician experience.
• Ability to obtain and manage contracts; familiarity with MS Word and Excel.

Description of Work

This position will be located at the Roadside Environmental Office in Division 10. Position will supervise Engineering Technicians, with duties including, but not limited to, reviewing daily inspection reports, scheduling project personnel and conducting project field reviews. Position will work closely with the Division Roadside Engineer to ensure that contracts for Rest Area Maintenance, Selective Vegetation, Mowing, Sweeping, and Irrigation are prepared and administered correctly. Position will provide technical guidance to the Roadside Environmental Unit crews and will assist the Division Roadside Engineer in ensuring the successful delivery of work plans. Position will provide prompt responses to maintenance needs and in delivering the Roadside Environmental Unit Program.

Additional Expectations

• Thorough expertise and understanding of concepts, practices, and theories used in Roadside Environmental.
• Ability to serve as a technical expert while independently accomplishing assigned tasks.
• Thorough knowledge of state and/or federal rules and regulations for Roadside Environmental to ensure compliance and provide guidance/interpretation.
• Ability to independently conduct complex inspections for compliance with contract agreements, standards/codes and specifications.
• Ability to effectively use verbal and nonverbal skills to express complex technical and/or program concepts to related facts in a clear, concise, organized and persuasive manner.
• Ability to function in a full supervisory role for direct reports.
• May require ability to perform/supervise several administrative functions.
• Must be familiar with MS Word and Excel.
• Must be able to legally operated a motor vehicle.
• Safety toe footwear meeting ASTM F2413-05 will be required within thirty (30) days of employment.
• Prefer that employee has experience in grounds management as well as contract development, administration and inspection.

Knowledge Skills and Abilities/Management Preferences

• Salary Grade and Salary Range: NC13 $50,088 - $87,654
• Management prefers applicants with the following:
  • Experience in contract administration and/or contract development
  • Working knowledge of herbicide and pesticide materials available for use in vegetation management regimes
  • Experience in supervision, reviewing daily inspection reports, scheduling project personnel and project field reviews.
  • Experience working with project plans, pay item quantities, proposals, estimates and basic landscape guidelines.
  • Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision.

Minimum Education and Experience

Associate’s degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
