MCDOT is seeking an experienced Engineering Services Manager (Manager III) to serve in the Division of Transportation Engineering (DTE). This role is responsible for overseeing and managing the Division's Operating and Capital Improvement Program budgets. The position tracks expenditures and reports to the Division Chief and to the Program Managers within the Division. Special focus is given to areas such as the development of quarterly budget analysis reports, updating Division databases, and managing/addressing personnel issues and associated training. The Engineering Services Section supports contracts, purchases, and financial analysis, as well as managing the Division’s Human Resources Liaison. Additionally, this position coordinates the creation of formal positions and financial impact analyses for State legislation while providing guidance to the Management and Budget Specialist.

The selected applicant will be responsible for managing financial, human resources, and administrative functions for the Montgomery County Department of Transportation’s Division of Transportation Engineering. This includes directing the preparation of the annual Capital and Operating budgets for the Division, ensuring coordination across multiple sections, monitoring budget implementation, and making adjustments to both budgets based on the County's fiscal goals. Five (5) years of progressively responsible professional experience in transportation or business management.
Graduation from an accredited college or university with a Bachelor's Degree.
An equivalent combination of education and experience may be substituted.
Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.
Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.
