Job summary

Cherokee Federal is seeking an Engineering Project Manager (Mid) to bridge long-range installation planning and project execution at Joint Base Pearl Harbor-Hickam. You will define, scope, coordinate, and program facility and infrastructure requirements for funding and design.

The role requires a CAC and favorable Tier 1/NACI-SF85 background investigation, plus collaboration with multi-disciplinary teams to deliver MILCON and SRM projects on base. This is an on-site position in Hawaii.

Qualifications

Responsibilities

• Translate priorities into actionable project requirements and scopes of work.
• Conduct site visits and scoping charrettes to validate facility deficiencies.
• Develop Project Requirement Documents describing scope and conditions.
• Develop, coordinate, and track 1391 packages for SRM/MILCON in NexGen IT/TRIRIGA.
• Evaluate alternatives and prepare action briefs.
• Coordinate with Cost Estimators on lifecycle costs and feasibility.
• Coordinate with stakeholders across disciplines for project development.
• Prepare coordination logs, AF Form 332 packages, and compliance checklists.
• Liaise with mission partners and design agencies.

Summary

This position is onsite at Hickam Air Force Base, Hawaii (Joint Base Pearl Harbor-Hickam), requires a CAC, and a favorable Tier 1/NACI-SF85 background investigation. Bridges long-range installation planning and project execution by defining, scoping, coordinating, and programming facility and infrastructure requirements for funding and design.

Responsibilities

• Translate IDP priorities into actionable project requirements and scopes of work.
• Conduct site visits and scoping charrettes to validate facility and infrastructure deficiencies.
• Develop comprehensive Project Requirement Documents describing scope, existing conditions, and mission impacts.
• Develop, coordinate, route, and track DD Form 1391 packages for SRM and MILCON requirements in NexGen IT/TRIRIGA.
• Evaluate technical alternatives and prepare alternatives-analysis and course-of-action briefs.
• Coordinate with Cost Estimators to assess lifecycle costs, financial feasibility, and mission impacts.
• Coordinate project development with Community Planners, AMP managers, Environmental personnel, Fire/Safety, end users, and other stakeholders.
• Prepare project coordination logs, AF Form 332 packages, stakeholder-signature packages, and compliance checklists.
• Serve as a liaison to mission partners, community leaders, and design agencies.

Basic Qualifications

• Performs other duties as may be assigned.
• This position requires a Common Access Card (CAC), the ability to pass the U.S. Department of Defense (DoD) clearance to acquire a Common Access Card (CAC).
• Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
• Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications

• Project Management Professional certification.
• Experience with Air Force Civil Engineering project programming, SRM, MILCON, DD Form 1391, AF Form 332, NexGen IT, and TRIRIGA.
• Experience developing project requirements, conducting alternatives analyses, and coordinating multidisciplinary facility projects.

Education, Experience, Knowledge, Skills and Abilities

• Bachelor’s degree in engineering project management or equivalent from an accredited institution within the 50 United States.
• Minimum five years of engineering project-management experience.
• Minimum three years of military facility or infrastructure experience.

Work Environment

Work is performed primarily in a climate-controlled environment.
