Town of Harrisburg, NC is seeking an engineering project manager to lead the division’s capital projects, coordinate consultants and contractors, and supervise construction inspection personnel to ensure infrastructure is built to approved plans and standards.
The role reports to the Deputy Town Engineer, with responsibilities for field activities, documentation review, and driving project delivery on time and within budget, while maintaining excellent customer service.

An employee in this class serves as the Engineering Division’s project management and construction inspection coordination lead. Work includes managing assigned capital projects, coordinating consultant and contractor work, supporting development review, overseeing construction documentation, supervising construction inspection personnel, and coordinating field activities to ensure infrastructure is constructed in accordance with approved plans, specifications, Town standards, and regulatory requirements. The position reports to the Deputy Town Engineer and directly supervises the Construction Inspector and Construction Grading Inspector. The Project Manager assigns and reviews inspection work, establishes inspection priorities, coordinates field coverage, reviews inspection documentation, provides coaching and training, and supports performance management for assigned inspection staff. Position focuses on project delivery, construction coordination, field inspection management, consultant and contractor coordination, and day-to-day supervision of assigned inspection staff. Work is evaluated through conferences, review of records, project delivery results, inspection documentation, construction quality, budget and schedule performance, customer service, and effectiveness of relationships with internal and external customers.
Graduation from a four-year college or university with a bachelor’s degree in civil engineering, engineering technology, construction management, project management, or a related field and considerable related engineering, construction administration, inspection, or project management experience, preferably in a municipal or utilities setting; including supervisory experience, or an equivalent combination of education and experience. Engineer Intern, Project Management Professional, construction inspection, erosion control, stormwater, or related certifications are preferred. Possession of a valid North Carolina Driver’s License.
The hiring range is $73,282 - $91,155 annually and starting salary will be dependent on qualifications and prior experience. Eligible for $3,500 sign-on bonus upon hire.
