Job summary

Northrop Grumman in Woodland Hills, CA, seeks a Department Manager for the Business Engineering Execution group. You will lead a diverse team of engineering program managers, chief engineers, and SEIT leads to ensure technical rigor and execution across programs.

The role emphasizes coaching, mentoring, and process improvement while accelerating delivery and maintaining quality. U.S. citizenship and a Secret clearance are required, with onsite work in California.

Qualifications

• Bachelor’s degree in STEM field with 8+ years of experience.
• Experience managing multiple technical teams delivering complex technical solutions.
• Proven technical management in program IPT, R&D, or Advanced Systems environments.
• Experience with program execution, staffing, metrics, and training resources.

Responsibilities

• Partner with Discipline Engineering to staff programs and resolve staffing conflicts.
• Ensure consistent use of Earned Value Management (EVM) and related execution metrics.
• Develop and track program-specific technical metrics (schedule, cost, performance).
• Oversee risk and opportunity management and escalate as needed.
• Enforce adherence to SEIT principles and processes (design reviews, RCCAs, etc.).
• Review and approve proposals and comprehensive estimates at the Complete CEAC.
• Drive talent development—mentoring, coaching, training, peer-learning.
• Lead initiatives to improve execution speed while maintaining quality.
