Job summary

The City of Escondido invites applications for Engineering Permit Technician I/II in Development Services/Engineering Services. Under supervision, you will advise the public on codes, review and approve technical plans, and assist with permit processing and field inspections as needed.

The roles progress from I to II with increasing independence; strong customer service and knowledge of land use and building regulations are valued. Training provided in a collaborative municipal setting.

Qualifications

  • Knowledge of Planning and zoning as they relate to ordinances and governing land use.
  • Knowledge of Civil engineering and public works administration related to municipal service and process of land development applications.
  • Knowledge of State laws and City ordinances governing engineering, building, land use and zoning matters.
  • Knowledge of Mathematics for the purpose of reading plans and maps, and calculating valuations and fees.
  • Communication skills and techniques required for gathering, evaluating and transmitting information.
  • Methods and techniques for analyzing and interpreting construction plans and how the plans related to civil engineering procedures and practices; and
  • Principles and practices of customer service.

Responsibilities

  • Provides information and assistance to the public at the counter and by phone regarding project processing, application procedures, codes, laws, and ordinances;
  • Interprets and applies various land use, zoning, subdivision, grading and development ordinances;
  • Accepts permit applications and collects fees;
  • Researches and responds to public inquiries;
  • Reviews proposed plans and permits to determine compliance with codes and ordinances;
  • Issues permits and approves plans for minor projects;
  • Operates computer related to department functions;
  • Updates and maintains automated permit tracking system;
  • Maintains log books and monitors projects;
  • Computes fees for issuance of permits;
  • May make field investigations related to specific properties.
