Job summary

Roselle is seeking an Engineering Manager to oversee the expanding street improvement program and infrastructure investments. You will manage capital projects from planning to closeout, align with regulatory requirements, and lead a small engineering team.

The role focuses on budget oversight, project coordination, and ensuring high-quality design and construction. Candidates should have PE licensure and relevant public works experience in Illinois.

Qualifications

  • Bachelor’s degree in civil engineering or related field.
  • Illinois Registered Professional Engineer (P.E.) at time of employment.
  • Five or more years of progressively responsible public works or civil engineering experience.
  • Three or more years of supervisory experience (preferred).
  • Valid Illinois driver’s license and IDOT Documentation Certification or ability to obtain within twelve months.
  • Certified Floodplain Manager (C.F.M.) credential and experience with AutoCAD and GIS are a plus.

Responsibilities

  • Capital Project Leadership: Lead street, sidewalk, storm sewer, and water main programs from planning through closeout.
  • Capital Planning: Help shape the Village's Capital Improvement Plan.
  • Engineering Review & Compliance: Review plans, specs, and permits for development in line with requirements.
  • Construction Oversight: Direct inspection and field issue resolution through final inspection.
  • Team Leadership: Supervise a Civil Engineer and two Engineering Interns.

Engineering Manager

Are you ready to turn your engineering expertise into lasting community impact?
Roselle has doubled its street improvement program and is investing heavily in its infrastructure and growing downtown. A recent Home Rule referendum and a strong run of grant funding (ITEP, federal STP, and Safe Routes to School) are fueling the work. As Engineering Manager, you will own that program from the first line on the plan to the final inspection, with the budget and support to back it up.

The Village of Roselle is partnering with LocalGov Staffing Solutions, LLC on this search.

Key Responsibilities
  • Capital Project Leadership Lead the annual street, sidewalk, storm sewer, and water main programs from planning and design through bidding, construction, and closeout.
  • Capital Planning Help shape the Village's next Capital Improvement Plan, building on the studies and reports already underway.
  • Engineering Review & Compliance Review plans, specifications, and permits for public and private development, including downtown growth, while keeping projects aligned with Village, stormwater, floodplain, and IDOT requirements.
  • Construction Oversight Direct inspection and resident engineering, resolve field issues, and carry projects through to final inspection and acceptance.
  • Team Leadership Supervise and mentor a Civil Engineer working toward licensure and two Engineering Interns on a team that values delegating and sharing resources.
What We’re Looking For
  • Bachelor’s degree in civil engineering or a related field
  • Illinois Registered Professional Engineer (P.E.) at the time of employment
  • Five (5) or more years of progressively responsible public works or civil engineering experience, including municipal or public‑sector work
  • Three (3) or more years of supervisory experience (preferred)
  • Valid Illinois driver’s license, and IDOT Documentation Certification or the ability to obtain it within twelve (12) months of hire

A Certified Floodplain Manager (C.F.M.) credential and experience with AutoCAD and GIS are a plus.
