Job summary

Central Arizona Project seeks an Engineering Manager to lead the Engineering Services Department, providing multi‑disciplinary support for civil, mechanical, electrical, and control systems engineering design, survey, project management, and land administration. The role oversees the capital improvement program, lands administration, and ensures code compliance and safe, reliable water deliveries.

• Directs and oversees CAP's Engineering Services Department across Civil, Mechanical, Electrical, and Control Systems engineering.
• Oversees CAP capital improvement program, asset modifications, and lands administration for reliable water deliveries and rate stability.
• Manages lands, right of way, and land use agreements; archives essential drawings and records.
• Acts as AHJ for code compliance; reviews and approves designs and construction of water infrastructure projects.
• Directs emergency preparedness for dams and urban canals through Emergency Action Plans; leads incident response when activated.
• Represents CAP with external agencies, consultants, suppliers and contractors.

About the Position

As the Engineering Manager, you would manage the Engineering Services Department, which is responsible for providing engineering support to other groups within the Central Arizona Project (CAP) in the areas of Civil, Mechanical, Electrical, and Control Systems engineering design; Boundary and Construction Surveying; Construction Project Management, Inspection, and Contract Administration; Land Administration; and Computer-Aided Design/Drafting.

About the Responsibilities

• Manages the Engineering Department through subordinate supervisors who provide supervision and work direction to staff in providing professional engineering and other technical support to other CAP organizations in the areas listed above. Establishes a clear mission for the department that aligns with the organization's mission, values and strategic objectives. Accomplishes department goals by establishing employee goals, effectively delegating, and collaborating with other cross functional managers and employees. Leads by building trust and teamwork, providing regular performance feedback and coaching employee development.
• Directs and oversees the execution of CAP's capital improvement program, asset modifications, and lands administration ensuring reliable water deliveries and long-term rate stability.
• Provides for the administration of lands, right of way, and land use agreements, while overseeing the development and archiving of essential engineering and technical drawings and records required to operate and maintain the CAP infrastructure.
• Acts as the Authority Having Jurisdiction (AHJ) for code compliance providing final technical interpretations, plan reviews, and assurance that facilities comply with applicable codes and standards.
• Reviews, approves, and coordinates the design and construction of external water infrastructure projects connecting to the CAP, for both temporary and long-term services.
• Directs emergency preparedness for dams and urban canals through the development and administration of Emergency Action Plans (EAPs), serving as the designated official responsible for direct execution and incident response when activated.
• Represents CAP with external agencies and partners with engineering consultants, suppliers and construction contractors in support of CAP infrastructure.

About the Qualifications

• An accredited Bachelor's Degree in a relevant engineering field.
• Ten (10) years of progressive experience in applicable field, including at least three (3) years supervising professionals and multi-disciplined crafts.
• Demonstrated ability to develop goals, vision, and direction that align the department's actions to broad company defined strategic objectives. Able to lead and guide the department to achieve these goals.
• Must have a firm commitment and effective approach for professional career development, achieving continuous improvement of managed staff.
• Excellent interpersonal, communication, negotiation, conflict resolution and customer service skills. Skilled in establishing positive working relationships across a diverse organization.
• Experience developing and effectively managing large and complex operating and capital budgets and providing sound direction for budgetary decisions.

Required Certifications or Licenses:

• Must have a valid driver's license and maintain a good driving record.
• Must have Registered Professional Engineer (PE) designation, with the ability to obtain registration in Arizona within the first 12 months of employment.
• This is a safety sensitive position, and functional/physical pre-employment testing is required.

Preferred Qualifications:

• Certification as a Project Management Professional (PMP).
• Understanding of real estate and land management practices, including Federal and State Lands.
• Understanding of practices associated with the emergency management of high criticality dams.
• Understanding of construction contracting, contract administration, alternative delivery methods, and applicable statutes regulating public construction contracts in Arizona.
