Job summary

The City of Abilene, Texas, is seeking an entry-level Engineer I/II to contribute to the design and construction of public works and utility projects under supervision of a Professional Engineer.

Responsibilities include developing project plans, specs, estimates, reviewing plans for compliance, and assisting with field investigations. A Bachelor's degree in engineering is required; EIT preferred and Texas driver’s license is required or soon.

  • EIT preferred; Texas Driver’s License required or ability to obtain within 90 days.
  • Understanding of public works and utilities design and regulations.

General Description

Under the direct supervision of a Professional Engineer (I/II), the employee will perform engineering work in the design and construction of public works and utility projects; the employee will apply engineering skills and knowledge to engineering problems. All work is performed under the supervision of a Professional Engineer (I/II).

SUPERVISION EXERCISED

This position has no supervisory responsibilities.

Important And Essential Duties
  • Develop engineering project plans, specifications, and estimates.
  • Assign routine investigation, design, and drafting tasks to technical assistants.
  • Review completed engineering work for inaccuracies and discrepancies.
  • Assist and provide inputs for solutions to engineering challenges.
  • Review private development plans and submissions to ensure conformance with City of Abilene, State of Texas, and federal regulations and specifications.
  • Research publications and industry information sources.
  • Develop revised design and construction standards for public works and utilities structures and appurtenances.
  • Inspect workmanship and materials involved in a variety of construction projects for conformance with plans, specifications, estimates, and City requirements.
  • Participate in the investigation and evaluation of preliminary general plans for the expansion and modification of public works and utility systems.
  • Prepare estimates and reports related to adjustments of established master plans.
  • Review engineering plans submitted by consultants, surveyors, designers, and others to provide information, technical and recommendation information to ensure compliance with applicable City rules, regulations, codes, ordinances, and applicable design standards.
  • Investigate field problems affecting property owners, contractors, and maintenance operations.
  • Order survey, mapping, and data collection.
  • Prepare estimates and feasibility reports for new or modified services and structures.

  • Principles and practices of engineering theory as applied to public works, utilities construction, and maintenance.

  • Applicable federal, state, and local government laws, rules, and regulations as they relate to responsible engineering.
  • Materials and methods of road, bridge, and water utility design.
  • Safe driving principles and practices.
Skill To
  • Apply engineering principles to design, construct, and interpret engineering documents and technical engineering plans.
  • Read and interpret plans, blueprints, maps, and schematics.
  • Prioritize, organize, and manage multiple projects.
  • Use various drafting tools including, but not limited to AutoCAD and GIS software applications.
  • Apply independent judgment, personal discretion, and resourcefulness to interpret and apply procedures and guidelines.
  • Operate office equipment and a personal computer.
  • Safely operate a motor vehicle.

Experience And Training Guidelines

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Experience

This is an entry-level position.

Education/Training

A Bachelor’s degree in an engineering field from a college or university accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) is required.

License Or Certificate
  • Engineer-In-Training (EIT) Certificate from the Texas Board of Professional Engineers is preferred.
  • A valid current Texas Driver’s License, the ability to obtain one within ninety (90) days, or a military waiver is required.
Special Requirements
  • Engineers-In-Training are required to take the exam for Principles and Practice (P&P) within 60 (sixty) months of being hired by the City of Abilene.
  • The Principles and Practice (P&P) exam must be passed within 84 (eighty-four) months of employment.
