Job summary

City of Portland BES is seeking an Engineering Analyst to perform critical functions in support of the engineering division, including leading the development and implementation of programmatic and project initiatives and planning, developing and maintaining software tools and databases, supporting standards and practices, performing data analysis, and providing general division support.

Qualifications

• Knowledge of principles, tools, and techniques for project planning and management; sound business communication.
• Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate alternatives; provide sound conclusions.
• Ability to collect, evaluate, and interpret complex data in statistical and narrative forms; use quantitative and qualitative analysis, tools, and modeling.
• Ability to interpret relevant laws, regulations, ordinances, policies, and procedures.
• Ability to communicate clearly and persuasively, both verbally and in writing; prepare clear reports and documents for non-technical audiences.

Responsibilities

• Lead and coordinate process improvements related to design management and construction support.
• Analyze data and historical trends to inform decisions and monitor project performance metrics.
• Forecast future staffing, resource requests, and procurement needs.
• Serve as division software subject matter expert and liaison for software issues and planning.
• Coordinate standards and practices development, division intranet, files, and manage special projects.
