Job summary

Responsibilities

• Evaluate air emissions from all types of air pollution sources and verify control equipment efficiencies.
• Review annual emissions statements for accuracy, compliance and fee billing.
• Collect and provide data to support other air bureau groups, DEEP, EPA and external stakeholders.
• Prepare detailed emissions reports for local, regional, and national environmental groups.
• Attend training classes and self-study to enhance knowledge of air pollution sources and emissions.

The Bureau of Air Management Engineering Division's Air Quality Modeling and Emissions Inventory Unit provides air quality modeling for new emissions source reviews in Connecticut, as well as emissions inventory responsibilities. Inventory responsibilities cover a wide range of engineering models, and estimating of air emissions from all point sources, mobile sources, non-point (or area) sources, and biogenic sources in Connecticut. DEEP currently has a job opportunity for an Engineer Trainee for the Bureau of Air Management, Engineering Division, Air Quality Modeling and Emissions Inventory Unit. The target class for this position is Air Pollution Control Engineer 1. Engineer Trainees receive training under the direction of a supervisor and senior staff before being promoted to Air Pollution Control Engineer 1 upon successful completion of the training period.

Position details

This position provides a unique opportunity to join a team committed to developing, maintaining, and reporting all air pollution emissions in the inventory for the State of Connecticut, as well as processing all modeling of the impacts of any new sources of air pollution in Connecticut.

Examples of duties include but are not limited to:

• Preparing comprehensive emissions inventory reports to support Connecticut's compliance with state and federal air pollution statutes and regulations;
• Employ tools, calculations and models to estimate air emissions from all sectors of the air emissions inventory;
• Evaluating air emissions from all types of air pollution sources, including the verification of their associated control equipment efficiencies;
• Reviewing annual emissions statements for accuracy, compliance and annual fee billing;
• Collecting and providing data as needed to support other air bureau groups, other bureaus at DEEP, the EPA, and other external stakeholders;
• Preparing detailed emissions reports for local, regional, and national environmental groups;
• Attending formal training classes as well as self-study materials to enhance knowledge of the principles and practices of air pollution sources and their associated emissions;
• Performing related duties, as required.

*Salary Note: Upon successful completion of one year in this class, incumbents will receive a pay increase to $70,753/year.

Purpose of job class (nature of work)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

Examples of duties

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

Knowledge, skill and ability

• Knowledge of basic engineering theories, principles and methods;
• Skill in the use of drafting and calculating instruments;
• Considerable ability to perform mathematical computations, making neat and accurate drawings and preparing minor design and structural details;
• Ability to utilize computer software.

Minimum qualifications - general experience

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

Preferred qualifications

• Professional Experience or academic coursework in sources of air pollution and air pollution control technologies.
• Professional Experience or academic coursework with state or federal air pollution control laws or regulations.
• Experience organizing and prioritizing multiple tasks and assignments.
• Experience communicating to audiences verbally and in writing.
• Experience analyzing data using spreadsheets, statistical analysis, or database programs.
• Experience with pollution transport or other analytical modeling tools.
• Possession of an engineering or meteorological degree.
