Job summary

The City of Round Rock invites applications for a Staff Engineer in Public Works-Utilities Drainage. Under limited supervision, you will manage the design, bidding, and construction of projects and develop design plans to meet City standards and budgets.

The role requires a PE license in Texas or the ability to obtain within 12 months, a Bachelor's degree in engineering, and at least four years of engineering experience.

Qualifications

  • Bachelor's degree from an accredited four-year college or university in Engineering or a closely related field.

Responsibilities

  • Analyzes proposed engineering, transportation and public infrastructure associated with private development and/or capital improvements.
  • Facilitates the design and issues approval of proposed or commissioned projects.
  • Reviews and manages assigned projects, including leading project meetings; evaluating plans and recommending design alternatives; and reviewing technical studies in coordination with Principal and Senior Engineers.
  • Coordinates project activities by scheduling meetings, responding to technical inquiries, and collaborating with engineers, surveyors, contractors, consultants, and internal stakeholders.
  • Provides guidance on regulations and code interpretation, identifies potential issues, and recommends solutions.
  • Monitors project budgets, cost estimates, and schedules to ensure alignment with timelines and fiscal constraints; recommends payments and fee assessments within established guidelines; and supports fiscal oversight of contractor activities.
  • Administers construction contracts and permits, and maintains accurate project records, reports, and documentation.
  • Participates in/on a variety of meetings, committees, Planning and Zoning Commission meetings, and/or task forces to provide technical engineering advice and information based on assigned area of responsibility.
  • Provides expertise by analyzing, reviewing, and critiquing development projects and plans.
  • Reviews capital improvement projects, private development engineering plans, and specifications to ensure compliance with health, safety, and welfare requirements; coordinates with internal departments, citizens, and stakeholders to address inquiries, comments, and concerns.
  • Assists in performing in-house design, detailing, and drafting of capital improvement projects. Collaborates with consultants and contractors to assist in developing solutions to complex design issues across a variety of projects.
  • Participates in amending, interpreting, and implementing City ordinances and policies to improve and provide an adequate degree of safety in response to the changing market demands in design and construction.
  • Updates and maintains numerous reference materials, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information.
  • Examines the effectiveness of the department processes and proposes improvements to department management or the Senior Engineer.
  • May serve as the City’s designated Floodplain Administrator.

Job description

Under limited supervision, the Staff Engineer is responsible for performing engineering and project management activities in support of City and private projects. Duties include managing the design, bidding, and construction of projects as well as developing design plans to meet City standards.

Posted range is the starting salary. Pay rate offered is based on experience.

Experience and Training:
  • Bachelor's degree from an accredited four (4) year college or university in Engineering or a closely related field.
  • Four (4) years of engineering experience following completion of a bachelor’s degree in engineering.
Certificates, Licenses and Qualifications:
  • Must be licensed as a Professional Engineer (P.E.) in the State of Texas or be able to obtain a license within twelve (12) months of hire.
  • Valid Texas Driver’s License or the ability to obtain one prior to employment.
