Job summary

MINNESOTA DEPARTMENT OF TRANSPORTATION seeks an Assistant Utilities Engineer in St. Paul to coordinate utility relocation and protection for highway projects, review project plans for required utility content, and ensure notices, certifications, and documentation are completed before letting.

Qualifications include a PE license or eligibility as Engineer Senior/Engineer 2 Graduate, ABET‑accredited Civil Engineering degree, FE exam, and experience with highway construction plans and utility

This position is located at Central Office in St. Paul and may have the flexibility to work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position serves as MnDOT’s liaison with utility companies to coordinate the relocation, reconstruction, or protection of utility facilities impacted by highway construction projects. Key responsibilities include reviewing and certifying project plans for required utility content; identifying affected utilities and determining reimbursement eligibility; and ensuring all notifications, certifications, and documentation are completed prior to letting.

The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

Minimum Qualifications

Engineer Senior Qualifications:

• Licensure as a professional engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID) or ability to obtain licensure through reciprocity. (If obtaining licensure through comity (reciprocity), a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.)

Engineer 2 Graduate Qualifications:

• A Bachelor's degree in Civil Engineering from an ABET-accredited college or university AND two years of post-graduation civil engineering work
• OR A Master’s degree in Civil Engineering from an accredited college/university or equivalent AND one-year post-graduation civil engineering work.
• A passing score on the Fundamentals of Engineering (FE) exam.

Both levels require:

• Experience with highway and structures construction plan review.
• Experience with utility facility design, construction practices, and costs of construction.
• Experience writing documents like memos, letters, and reports.
• Experience applying MnDOT policies and procedures, FHWA regulations and policies, AASHTO policies, and Minnesota statutes about the accommodation of utilities on MnDOT right of way and right of way acquisition.
• Experience applying real estate law as related to legal descriptions and deed forms, knowledge of common utility easement costs, and knowledge of easement valuations and acquisition practices.
