Job summary

The Delaware Department of Transportation seeks an Engineer Program Manager II to lead multi-disciplinary teams, directing planning, design, and estimation for transportation improvement projects. You will develop and manage budgets, schedules, and programs while ensuring compliance with state and federal regulations.

You will also direct public involvement efforts and coordinate initiatives with resource agencies, consultants and internal staff to deliver high quality infrastructure.

Qualifications

  • Possession of a valid Delaware Professional Engineering License or PE license from another US state.
  • Three years experience as a project engineer in engineering disciplines listed in the ad.
  • One year experience in staff supervision.

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and designs for compliance.
  • Applies science and math to research and solve technical problems.
  • Plans and conducts field studies, surveys and investigations to collect data.

  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on project status and regulatory conformance.

Job description

Summary Statement

This position is responsible for leading and directing multi-disciplinary teams, both in-house and private consultants, in developing plans, specifications, and estimates for transportation improvement projects; developing and managing multimillion-dollar capital budgets, programs, and schedules; and directing public involvement and resource agency initiatives.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.
Job Requirements

JOB REQUIREMENTS for Engineer Program Manager II (Department of Transportation Only)

  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  2. Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.
