Job summary

State of Delaware's Division of Water seeks a senior engineering leader to direct wastewater, stormwater, biosolids and water supply programs. You will supervise licensed engineers and staff, oversee complex permitting, design reviews, and regulatory compliance while coordinating with diverse partners to improve efficiency and resilience.

Qualifications

• Three years experience as a project engineer in Environmental, Civil, Chemical, Mechanical or Industrial engineering including managing programs and projects.
• One year experience in staff supervision with planning, assigning, reviewing, and evaluating work of others.

Introduction

The Division of Water manages and protects Delaware’s water resources. It provides technical assistance, laboratory services, and regulatory guidance and implementation.

Summary Statement

Provides senior engineering leadership for the Division of Water's Commercial and Government Services Section by directing wastewater, stormwater, biosolids, and water supply engineering programs that support critical infrastructure projects. Supervises licensed engineers, technical staff, consultants, and engineering initiatives while overseeing complex permitting, infrastructure design review, and regulatory compliance. Coordinates with federal, state, municipal, and private partners to improve permitting efficiency, develop engineering-based regulatory reforms, establish performance metrics, and implement innovative, resilient infrastructure solutions that support environmental protection, public health, and sustainable economic development.

Essential Functions

• Drafts, develops and modifies engineering designs, plans and specifications.
• Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
• Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
• Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
• Tests or evaluates materials, equipment, systems and facilities.

Job Requirements

• Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
• Three years experience as a project engineer in Environmental, Civil, Chemical, Mechanical or Industrial which includes managing engineering programs and projects.
• One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
