Job summary

AlphaStaffHCM's client is seeking an Engineer II to provide engineering and project management support for terminal, storage, pipeline, and facility operations across gas and liquid assets.

You will collaborate with Operations, Engineering, Commercial, and Project teams to support capital projects, asset optimization, and facility improvements while ensuring compliance with safety, regulatory, and company standards.

Qualifications

• Bachelor's degree in Engineering.
• Minimum of 3 years of engineering, project management, or operations support experience.
• Experience in natural gas, liquids, midstream, terminal, or energy industry.
• Experience managing engineering projects from conceptual design to implementation.
• Familiarity with engineering analysis, modeling, or specialty software.

Responsibilities

• Manage the full project lifecycle for small to medium-sized engineering projects, including design, development, procurement, construction, commissioning, and project closeout.
• Develop project scopes, technical specifications, cost estimates, and engineering packages for terminal, storage, pipeline, and facility projects.
• Support gas and liquid asset operations, including bulk storage, rail loading/unloading, and marine terminals.
• Coordinate with internal stakeholders, contractors, vendors, and consultants to ensure project execution.
• Prepare and review technical construction specifications, drawings, and engineering documentation.
• Evaluate project plans for codes, standards, safety requirements, and best practices.

Job description

A client of AlphaStaffHCM™ is looking for an Engineer II. This individual will provide engineering and project management support for terminal, storage, pipeline, and facility operations across both gas and liquid assets. The Engineer II will partner closely with Operations, Engineering, Commercial, and Project teams to support capital projects, asset optimization initiatives, and facility improvements while ensuring projects are completed safely, efficiently, and in compliance with company and regulatory standards.

Day to day:

• Manage the full project lifecycle for small to medium-sized engineering projects, including design, development, procurement, construction, commissioning, and project closeout.
• Develop project scopes, technical specifications, cost estimates, and engineering packages for terminal, storage, pipeline, and facility projects.
• Support both gas and liquid asset operations, including bulk storage facilities, rail loading and unloading systems, and marine terminal operations.
• Coordinate with internal stakeholders, contractors, vendors, and consultants to ensure successful project execution.
• Prepare and review technical construction specifications, drawings, and engineering documentation.
• Evaluate project plans and designs to ensure compliance with applicable codes, company standards, safety requirements, and industry best practices.
• Perform engineering analyses and utilize simulation or modeling tools to support facility planning, expansion projects, troubleshooting efforts, and operational improvements.
• Evaluate contractor bids, equipment selections, and material specifications to support project objectives and budget requirements.
• Monitor project schedules, budgets, and overall performance while proactively resolving project-related challenges.
• Provide engineering support and troubleshooting assistance for operating assets and facility infrastructure.
• Participate in Process Safety Management (PSM) activities, including Process Hazard Analyses (PHA), Layers of Protection Analysis (LOPA), Pre-Startup Safety Reviews (PSSR), and Management of Change (MOC) processes.
• Support projects involving acquired assets where engineering documentation may be limited, incomplete, or undergoing development.
• Work effectively in a fast-paced environment while managing multiple priorities and project deadlines.
• Promote a culture of safety and ensure compliance with environmental, regulatory, and company requirements.
• Perform other duties as assigned.

Must Have's

• Bachelor's degree in Engineering.
• Minimum of 3 years of engineering, project management, or operations support experience.
• Previous experience within the natural gas, liquids, midstream, terminal, or energy industry.
• Experience managing engineering projects from conceptual design and cost estimating through detailed engineering and implementation.
• Experience supporting industrial facilities, terminals, storage assets, pipelines, or related infrastructure.
• Strong understanding of engineering principles, construction practices, and project execution methodologies.
• Experience utilizing engineering analysis, modeling, or specialty engineering software.
• Knowledge of applicable industry codes, regulatory requirements, and engineering standards.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent verbal and written communication skills with the ability to collaborate across multiple departments and organizational levels.
• Ability to manage multiple projects simultaneously while maintaining high attention to detail.
• Proficiency in Microsoft Office applications.
• Commitment to workplace safety and environmental stewardship.

Plusses

• Experience supporting liquid terminals, bulk storage facilities, rail loading/unloading operations, or marine terminal facilities.
• Experience with petroleum, refined products, NGL, or liquid hydrocarbon storage and transportation assets.
• Familiarity with Process Safety Management (PSM) programs and regulatory compliance requirements.
• Experience working with acquired assets where engineering records or documentation may be incomplete.
• Pipeline simulation experience.
• Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
• Experience with capital project cost estimating, scope development, and contractor management.
