Job description

As a key leadership role, the Energy Services Director oversees Homes for Good’s weatherization, heat crisis and energy conservation programs, including program operations, funding compliance, vendor coordination and staff support. This position leads a specialized team that helps households improve energy efficiency, safety and housing stability while ensuring programs are delivered effectively and in alignment with grant and Agency requirements.

Examples of Duties:

Program Leadership and Operations

• Provides strategic leadership for the Agency's Weatherization Assistance Program and energy conservation initiatives, ensuring effective service delivery, operational performance, and compliance with federal, state, utility, and local program requirements.
• Directs the planning, implementation, monitoring, and continuous improvement of weatherization, energy efficiency, and housing-related energy programs; evaluates program effectiveness and develops operational strategies to maximize community impact and program outcomes.
• Maintains expertise in residential building systems, energy auditing principles, weatherization best practices, and industry standards to support program oversight, technical decision-making, and staff development.
• Oversees department procurement activities, contractor performance, and contract administration to ensure quality workmanship, timely project completion, and compliance with applicable regulations and funding requirements.

Leadership & Staff Development

• Selects, supervises, develops, and evaluates assigned staff; establishes performance expectations, provides coaching and technical guidance, supports professional development, and addresses personnel matters as necessary.
• Promotes a culture of safety, accountability, customer service, and continuous improvement; ensures staff maintain required certifications, training, and professional competencies.
• Provides leadership and technical support to energy auditors and administrative staff while fostering collaboration and high-quality service delivery.

Financial Management, Grants, and Resource Development

• Provides financial oversight for department operations, including budget development, cash flow forecasting, expenditure monitoring, invoicing, and fiscal reporting.
• Administers multiple federal, state, utility, and local funding sources; develops strategies to maximize available resources, leverage partnership opportunities, and ensure long-term program sustainability.
• Works closely with funding agencies, utility providers, and community partners to secure and manage grant funding, incentives, and other resources that expand program capacity and support organizational goals.
• Collaborates with Lane County Housing and Human Services, Oregon Housing and Community Services, utility providers, and other stakeholders to ensure effective stewardship of public resources and compliance with funding agreements.

Compliance, Quality Assurance, and Reporting

• Ensures compliance with Department of Energy Weatherization Assistance Program requirements, OSHA standards, HUD regulations, Oregon Housing and Community Services requirements, and other applicable federal, state, and local regulations.
• Oversees program monitoring, quality assurance activities, audits, and compliance reviews; coordinates agency and funder monitoring visits and implements corrective actions when necessary.
• Directs the preparation and submission of required reports, performance measures, grant documentation, and regulatory filings; maintains accurate records to support accountability and program transparency.
• Monitors industry trends, regulatory developments, utility requirements, and emerging best practices to ensure continued program effectiveness and compliance.

Agency Collaboration and External Partnerships

• Builds and maintains productive relationships with state agencies, utility companies, regional weatherization partners, training organizations, contractors, and community stakeholders.
• Represents the Agency at regional, statewide, and national conferences, professional associations, networking events, and industry workgroups related to weatherization, energy efficiency, and housing services.
• Collaborates with Agency leadership and cross-functional teams to advance organizational priorities, develop strategic initiatives, support continuity of operations planning, and promote equitable access to services.
• Applies an equity lens to program development, service delivery, operational practices, and decision-making to support the Agency's mission and community impact.

Required Knowledge, Skills & Abilities

Program Administration and Compliance

• Knowledge of weatherization, energy efficiency, healthy homes, and other community-based energy programs, including applicable federal, state, utility, and local funding requirements.
• Knowledge of grant administration, program monitoring, quality assurance practices, and regulatory compliance.

Education and Experience

Education

Bachelor's degree from an accredited college or university in Public Administration, Community Services, Business Administration, Construction Management, Energy Management, Engineering, or a related field.

Experience

Four years of progressively responsible experience in energy services, weatherization, construction, housing rehabilitation, community services, public administration, nonprofit administration, or a related field, including at least two years of supervisory or management experience.

Experience administering grant-funded programs, managing budgets, overseeing regulatory compliance, and leading multidisciplinary teams is highly desirable.
