Job summary

OpenAI is seeking an Energy Regulatory Lead to own regulatory strategy for its infrastructure growth. This individual contributor role bridges the Power Execution team with Public Policy and Government Affairs to translate policy shifts into actionable infrastructure decisions for OpenAI's global data center portfolio.

You will assess tariffs, interconnection, and market rules, coordinate regulatory submissions and filings, and support energy transactions with Legal, Commercial, and Finance.

Qualifications

  • 10+ years in energy regulation, utility strategy, or related field.
  • Deep understanding of U.S. electric utility regulation, tariffs, and PUC processes.
  • Experience supporting regulatory work for large energy consumers, utilities, or data centers.

Responsibilities

  • Develop energy regulatory strategy across priority U.S. markets and emerging geographies.
  • Coordinate with Public Policy and Government Affairs to shape regulatory priorities and engagement plans.
  • Translate project requirements into regulatory objectives and external engagement strategies.
  • Lead regulatory diligence for energy infrastructure opportunities and identify tariffs, interconnection, and filing requirements.
  • Support transactional work with Legal, Commercial, Procurement, Finance, and project teams.
  • Coordinate regulatory submissions, testimony, data requests, and stakeholder meetings with internal teams and external counterparties.
  • Monitor rate cases, interconnection proceedings, and market developments affecting cost, schedule, or reliability.
  • Build decision frameworks and executive-ready analyses that compare regulatory pathways and tradeoffs.
  • Develop durable relationships with utilities, regulators, and policymakers across OpenAI’s portfolio.
  • Create repeatable playbooks and governance for regulatory diligence and approvals.
