Job summary

Manpower, Inc. in Albany, NY seeks an Advisor to join the Policy, Analysis & Research Team supporting the Energy Infrastructure Development Plan (EIDP).

You will monitor NYISO committees, build stakeholder relationships, and deliver rapid-response policy analysis. Qualified candidates should have strong knowledge of wholesale power markets, NYISO/DPS processes, and data analysis, with a Bachelor’s in a related field.

Qualifications

• Fundamental to advanced understanding of wholesale power markets (capacity, energy, ancillary services).
• Experience with NYISO/DPS governance processes and transmission/reliability planning is a plus.
• Strong ability to translate technical findings into executive-ready insights and recommendations.
• Direct experience with NYISO processes, DPS processes, or TO processes preferred.

Responsibilities

• Monitor NYISO committees to stay aligned with market and reliability developments.
• Build and maintain stakeholder relationships across NYISO governance and related processes.
• Perform rapid-response policy analysis to support EIDP coordination and alignment.
• Evaluate reliability studies and translate findings into actionable recommendations for leadership.
• Draft voting recommendations and executive report-outs to support decision-making.
