Job Responsibilities

Summary
Under the direct supervision of the Weatherization Director, assist in planning and coordinating weatherization activities by performing the following duties:

Essential Duties and Responsibilities include the following. (Other duties may be assigned.)
Primary duties consist of Performing Energy Audits on homes, planning, coordinating, weatherized units ensuring materials and measures called for by the energy audit were properly installed and are following DOE and AEO standards.
Plans, organizes, and executes program compliance in the areas of weatherization and education under the authority of State and Federal regulations.
Must report all newsworthy events, past, present, and future to the Weatherization Director.
Assures that files containing necessary support documents are adequately maintained and are made as required by the funding source.
Ensure applications from prospective clients are completed and the required documentation necessary to establish eligibility is in the case file.
Schedule, assist and direct weatherization activities in the county assigned.
Responsible for the completion of Energy Audits for the residence. Complete job order and material distribution sheets, purchase orders, window and insulation orders, weatherization job completion,, and follow up with client response forms.
Plan for materials and tools needed to complete each house in compliance with the Department of Energy regulations.
Responsible for assisting in the coordination and assigning of work to subcontractors and contractors.
check inventory of materials for the job.
Evaluate Health and Safety issues required to meet Department of Energy (DOE) regulations and advise the Weatherization Director of actions needed. Must perform carbon monoxide testing at each job.
See that all materials purchased meet Department of Energy standards.
See that all materials installed meet Department of Energy standards.
See that all equipment and tools needed are in good working order and advise the Weatherization Director as to what is needed.
Will be crossed trained as back-up to Final Inspector.
Participate in cross-training initiatives for various roles to promote a well-rounded understanding of departmental functions.

Education and/or Experience: One year certificate from college or technical school or a year in home construction related experience and/or training; or equivalent combination of education and experience. Must be able to complete and maintain Weatherization basic core training and curriculum and Energy Auditor and Quality Control Inspector designations and certifications by BPI, Certified EPA Lead Safe Work Practices and OSHA-10 is a plus.
Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to use tape measure, figure square footage, volume and pitch of roofs to see how much ventilation is needed in attic and crawl spaces.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills & Technology: To perform this job successfully, an individual should be willing to advance computer skills as needed for the job. Must be fluent in basic office software and programs, including but not limited to: Microsoft Operating Systems, Microsoft Office Word and Excel, basic email functionality and data entry software.

Other Skills & Abilities: Must demonstrate the ability to work under pressure and deal with difficult clients with diplomacy and tact. Ability to plan, develop, organize, and implement weatherization program activities. Be aware of current trends in the weatherization program. Able to negotiate with other agencies and vendors. Must have knowledge and understanding of weatherization program policies and procedures and the ability to explain program regulations to clients/or potential clients of weatherization services. Must have knowledge and ability to adapt to changes with little notification. Requires above average carpenter skills to perform the duties of the job. Computer skills are a must to enter data collected from audits and enter new ECOS auditing software.
Training & Safety Culture: Flexibility to attend evening greetings or training as needed; willingness to travel for training and conferences. Completion of all required training is mandatory. Employees must consistently adhere to and support the organization’s culture of safety by following safety policies, participating in safety-related training, and contributing to a safe work environment.
