Job summary

The NC Department of Adult Correction is seeking an HR Technician I (S) to support recruitment and pre-employment screening for correctional staff. The role is based in Greenville, NC, with duties spanning applicant screening, data entry in ATS, and generating HR reports.

Ideal candidates will have an Associate's degree in HR or GED with experience in HR databases, payroll systems, and familiarity with state HR procedures. 40-hour workweek with state benefits and potential overtime.

Qualifications

  • Associate's degree in HR or related field; or GED with 2+ years HR experience.
  • Experience with databases/ATS to track applicants and job information.
  • Experience with HR payroll systems (OSC Integrated HR Payroll System or similar).

Responsibilities

  • Perform background reviews and screening of Officer applicants per guidelines.
  • Enter applicant information correctly into the ATS database.
  • Coordinate with applicants to ensure rosters have qualified candidates for interviews.
  • Generate reports in HR systems to verify prior state service.
  • Maintain files and databases for policy compliance and reporting.
  • Utilize ATS, EMS, Workday, DCIN, and other HR tools to perform duties.
  • Maintain and recertify DCI certification as required.

Description of Work

Salary Grade Range: $33,902 - $59,327

This Employment Specialist position is located at the Eastern Carolina Regional Employment Office (ECREO) in Greenville, NC (Pitt County). This position's primary responsibility is to provide recruitment and pre-employment screening for prospective applicants for certified positions in Prisons and Community Supervision work locations within the assigned service area.

Job duties for this position include:
  • Performing background reviews and screening of Correctional Officer applicants in accordance with qualification guidelines and Criminal Justice Standards requirements
  • Ensuring that applicant information is entered correctly into the Applicant Tracking System (ATS) database
  • Working directly with Correctional Officer applicants to ensure that applicant rosters contain a sufficient number of qualified candidates to contact for interviews
  • Generating reports in the HR-Payroll System to verify prior service with State Government
  • Maintaining files and databases for tracking and compiling various reports for compliance of policy and general use
  • Using internal databases: ATS, EMS, the OSC Integrated HR-Payroll System (formerly BEACON), DCIN, Workday, Indicum, Smartsheet, Microsoft Office, and other applications and software to perform job duties
  • Maintaining certification as a certified DCI operator; attending and successfully completing DCI certification and recertification as necessary to meet certification requirements

This is a full-time position (40 hours per week) with State Benefits. This position's typical work schedule is Monday - Friday, 8am-5pm., and work for this position will require overnight travel and overtime work on an as-needed basis.

Knowledge Skills and Abilities/Management Preferences

  • Experience working with databases to track job applicant and job position information, such as an Applicant Tracking System (ATS), Employee Management System (EMS), or a similar database
  • Experience using the OSC Integrated HR Payroll System or a similar HR payroll system to review and/or research employee data and create reports
  • Knowledge of / experience working with DCI

Associate's degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required; or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
