Summary Description:
The Employment Services Manager oversees and supervises individuals and staff in Harc’s Employment Supports Program. The ES Manager is responsible for the assessments and job placement for individuals with intellectual disability located in various supported employment sites located in community settings. The ES manager will be directly responsible for overseeing all aspects of attaining innovative and viable work opportunities that focus on person centered initiatives to help people find jobs and retain employment. The ES Manager ensures all individual and program paperwork is current and reviews/edits required records and data.
Essential Job Functions:
- Supervises Employment Supports Job Coaches. Assures proper staffing patterns, coordination, and implementation of job services for individuals with intellectual disability. Evaluates performance of staff members and recommends indicated action.
- Assists the Senior Director of Employment Services with the reviews of incoming referrals to the day program. Evaluates and determines job placement follow-up services and delivery of services on an as needed basis.
- Coordinates daily assignment meetings: Assures that Job Exposure opportunities are scheduled and coordinated for individuals.
- Develops plans to help individuals set goals, such as identifying transferable skills they can use in a new job or setting up a system to track tasks and deadlines.
- Coordinates individuals’ Individual Plan and assumes responsibility for monitoring implementation of Individual Plan and Action Plan. Attends individuals’ meetings: provides programmatic input at yearly and scheduled meetings.
- Finds and develops jobs for individuals in Harc’s programs: uses available employment resources to find and develop jobs in the greater Hartford area for Harc individuals. Establishes and maintains relationships with community employers during job development, placement and follow up time frames.
- Matches Harc individuals to jobs: places individuals into jobs that have been developed; arranges on the job training and assessments for individuals placed in job. Maintains close contact with individuals during placement, job training and follow up.
- Completes and keeps current all necessary paperwork surrounding the individual including but not limited to Individual Plans, Semi-Annual Progress Reports, WATER Safety Assessments and Protocols, DDS Emergency Fact Sheets, HARC’s Emergency Cards, Action Plans, Individual Time Sheets, Attendance records, and other correspondence.
- Writes reports as necessary: accumulates day program and behavioral data generated from a variety of sources including situational assessments, progress reports, behavioral plans, and staff input.
- Coordinates hiring of direct care staff: reviews Employment Applications of prospective employees; conducts telephone and preliminary interviews, facilitates hiring process of direct care staff.
- In the event of inadequate staffing levels or job action must be available to assist with direct individual support
- Provides training and orientation program for new job coaches. Provides specialized training in various topic groups.
- Assures that billing for services provided is accurate, timely and meets Harc, DDS (Department of Developmental Services) and Medicaid requirements.
- Maintain up-to-date training commensurate with the position.
- Regular attendance and punctuality with limited unscheduled absences is required.
- Other duties as assigned by the Senior Director of Employment Services.
Additional Job Functions:
- Helps make decisions about follow-up services and delivery of services on an as needed basis.
- Attends to routine health care needs of individuals under supervision of medical personnel and administers medication to persons unable to self-medicate per medication certification requirements.
- Provides counseling support to individuals as needed: teaches appropriate coping strategies for dealing with social and vocational situations throughout program.
- Performs routine personal care assistance with individuals who are dependent in toileting, ambulation, and eating.
Educational/Knowledge Requirements:
- Knowledge typically associated with a Bachelor’s Degree in Special Education, Rehabilitation or human services.
- Experience in special education, rehabilitation or related field: one-year minimum.
- Proficiency in use of computer technology including Microsoft Word.
- Demonstration of organizational abilities to implement work tasks that are required for individuals’ learning process.
- Ability to verbally communicate with people at various levels of intelligence; to demonstrate organizational abilities in order to implement work tasks that are required for the individuals’ learning process. Must use judgment and apply knowledge of task analysis to determine base line for learning of the task.
- Knowledge of community resources.
- Must be able to obtain and maintain Department of Developmental Services Medication Administration Certification card.
- Ability to operate standard office equipment.
- Must have a valid Driver’s License.
- Must have reliable transportation.

- Ability to communicate clearly with both staff and individuals.
- Competent in Microsoft Word for Windows and ability to format and print documents without supervision.

- Ability to use training/instructional methods and procedures appropriate for the situation when learning or teaching new things.
- Ability to analyze diverse problems and initiate solutions and to demonstrate proficiency in correspondence and report writing.
- Must be able to obtain and maintain Department of Developmental Services Medication Administration Certification card.
- Regular attendance and punctuality with limited unscheduled absences is required.
Physical Requirements:
- Driving skills or provision of alternative transportation services is required.
- Must have reliable transportation.
- Continuous noise level may be present at times.
- Ability to operate standard office equipment.
- Ability to complete significant amounts of computer screen work and data entry without restriction.
Training Requirements:
Each position has specific training requirements and employees will be informed of those requirements and updates commensurate with their position. Recertification as required by DDS, CARF or Harc must be maintained. Failure to maintain current certifications may result in disciplinary action as described in the employee handbook.
