Job summary

The North Carolina Department of Health and Human Services, Division of Services for the Blind, seeks a Human Services Program Consultant III (NS) to lead employment services for visually impaired and deafblind consumers. You will guide district business service representatives, manage contracts, ensure competitive wages, benefits, and long-term job retention.

Responsibilities include contract reviews, employment program evaluations, and compliance with WIOA/SE guidelines.

Qualifications

• Master’s degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience.
• Bachelor’s degree in a discipline relative to the program area and six years of related experience.
• Equivalent combination of education and experience may also qualify.

Responsibilities

• Provide leadership to support high‑quality employment outcomes for consumers who are blind, visually impaired, or deafblind.
• Guide and train Business Service Representatives in seven district offices to ensure consistent service delivery.
• Administer and manage all agency employment‑related contracts in line with state regulations and internal policies.
• Renew 100% of ongoing contracts by established due dates and document renewals.
• Conduct annual reviews for 100% of agency contracts used during the program year.
• Complete Competitive Integrated Employment Reviews to support compliance with federal requirements.
• Build and maintain relationships with Community Rehabilitation Providers.
• Study and apply WIOA/SE guidelines to inform program operations and governance.
• Complete the Division’s annual Worker’s Compensation audit by the deadline.
• Support continuous improvement of employment services by aligning activities with Division priorities.
