Emerging Technology Assessment Analyst Blackrock Strategy, Inc. | Central Indiana Huntsville, AL National Capital RegionTravel: Approximately 15-25% travel is expected in support of government experimentation events, technology demonstrations, military exercises, customer engagements, and other mission requirements. Travel frequency may vary based on program and customer needs.Clearance: An active Secret or Top Secret security clearance is preferred, with SCI eligibility highly desirable. Candidates must be eligible to obtain and maintain a Top Secret security clearance as a condition of employment.Location Requirement: Candidates must reside within, or be willing to relocate within reasonable commuting distance of, one of Blackrock Strategy's primary operating regions: Central Indiana, Huntsville, Alabama, or the National Capital Region (NCR). Position Overview

Blackrock Strategy is seeking an experienced Emerging Technology Assessment Analyst to support Department of Defense customers evaluating emerging technologies, operational concepts, and future capabilities. Working alongside government leaders, military operators, engineers, and industry partners, this position supports experimentation, operational assessments, technology demonstrations, and capability evaluations that inform acquisition decisions and future force modernization. The ideal candidate combines strong analytical thinking with exceptional technical writing and communication skills, enabling them to transform complex technical and operational information into objective, evidence-based recommendations for senior government decision-makers. Candidates with experience supporting DoD experimentation, operational analysis, test and evaluation, capability development, or military modernization efforts are strongly encouraged to apply.

Key Responsibilities
  • Support planning and execution of operational assessments, technology evaluations, and experimentation events supporting Department of Defense modernization initiatives.
  • Collaborate with government leadership, military organizations, engineers, and industry partners to define assessment objectives, measures of effectiveness, and evaluation criteria.
  • Design and execute structured data collection methodologies supporting objective operational analysis.
  • Collect, validate, organize, and analyze quantitative and qualitative data generated through demonstrations, operational testing, and military experimentation.
  • Evaluate emerging technologies within operational contexts to identify strengths, limitations, capability gaps, and opportunities for improvement.
  • Apply analytical methodologies to develop objective, evidence-based findings supporting technology transition and acquisition decisions.
  • Develop executive briefings, technical reports, white papers, and assessment products for government sponsors and senior leadership.
  • Present analytical findings and recommendations to military leaders, government stakeholders, and technical teams.
  • Support project planning, schedule development, analytical frameworks, and continuous improvement of assessment methodologies.
  • Contribute to multiple concurrent projects supporting emerging technology and capability development initiatives.
Required Qualifications
  • U.S. Citizenship required.
  • Must be eligible to obtain and maintain a Top Secret security clearance.
  • Bachelor's degree or equivalent combination of education and relevant professional experience.
  • Experience supporting the Department of War, Intelligence Community, or federal government (War/Homeland Security/Justice).
  • Strong analytical, critical thinking, and problem-solving abilities.
  • Excellent technical writing, presentation, and communication skills.
  • Experience preparing executive-level reports, analytical products, or technical documentation.
  • Ability to independently research unfamiliar technologies and operational concepts.
  • Ability to communicate complex technical information to audiences with varying levels of technical expertise.
  • Strong organizational skills with the ability to manage multiple priorities simultaneously.
  • Proficiency with Microsoft Office Suite.
Preferred Qualifications
  • Active Secret, Top Secret, or Top Secret/SCI security clearance. Simple eligibility for security clearance up to Top Secret/SCI will be considered for exceptionally strong candidates.
  • Experience in or supporting combat operations, operational assessment, experimentation, or military capability development.
  • Military operational planning or analysis experience.
  • Experience with the War Secretariat, Joint Staff, Combatant Commands, Department of War Agencies, Service laboratories, or operational military units.
  • Familiarity with Department of War acquisition, science and technology, rapid fielding, warfighter experimentation, or modernization programs.
  • Experience with advanced military technologies, the defense industrial base, the defense innovation ecosystem, or dual-use technologies applicable to defense.
  • Experience with basic or advanced operational research, modeling and simulation, data analytics, or decision support activities.Experience serving as a bridge between technical and non-technical stakeholders.
  • Technical communications or writing experience.
  • Experience with corporate proprietary, sensitive, or classified information, and working within operational security or security classification guidelines.
