Job summary

The City of Corona is seeking an Emergency Services Manager to lead its emergency preparedness and response initiatives. As a key leader in Corona’s emergency preparedness efforts, the Emergency Services Manager plays a central role in strengthening the City’s resilience and readiness for crisis situations. Under general direction, this position coordinates and oversees comprehensive Citywide emergency management programs, ensuring alignment with SEMS, NIMS, and all federal, state, and local regulations. The role includes developing and maintaining the City’s Emergency Operations Plan, managing the program budget, and guiding preparedness training and functional exercises that equip both staff and residents to respond confidently during emergencies. As a collaborative leader, the Manager partners across departments and external agencies to support unified planning and response efforts essential to public safety. EDUCATION & EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a bachelor’s degree from an accredited college or university with major coursework in emergency management or a related field.

Experience:

• Four (4) years of public affairs or emergency management experience, including one year of supervisory experience.

Licenses and Certifications:

• Possession of a valid California Driver’s License, to be maintained throughout employment.

The Organization

The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year. The City is organized into the following departments/organizational units: Community Services, City Manager’s Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.
