Job summary

Scotland County is seeking an experienced Emergency Management Director to lead the EMS Department and County EOC. The role directs major emergency operations, coordinates agencies, and develops actionable plans with measurable goals.

The ideal candidate will have a bachelor’s degree in a related field and at least five years in emergency services management with supervisory experience, plus required ICS/NIMS credentials. Background checks and references are required.

Qualifications

• Bachelor’s degree in a relevant field and five years of emergency services management experience.
• Emergency operation experience including supervisory experience.
• Paramedic certification or ability to obtain.
• ICS 100/200 and NIMS 700/800 trainings are required.

Responsibilities

• Directs the activities of EMS Department and County EOC.
• Responds to and commands major emergency operations and coordinate agencies.
• Develops short and long-range goals for department needs and implements solutions.
• Prepares and presents a realistic budget for the county manager and oversees fiscal resources.
• Hires, trains and evaluates staff and ensures OSHA training compliance.
• Plans and oversees county-wide emergency response plans and COOP development.
• Collaborates with hospitals, industries, schools and special needs facilities on emergency response.
• Maintains COOP and coordinates communications across agencies.

• Directs the activities of Emergency Management Services (EMS) Department and County Emergency Operations Center (EOC).

• Responds to and assumes command of major emergency preparation and response, mitigation and cleanup operations, coordinating activities of various responding agencies and ensuring availability of necessary equipment and manpower.

• Develops and implements short range and long range goals that are obtainable, measurable and meet departmental needs. Anticipates and/or identifies departmental concerns and implements solutions using proactive and inclusive approaches. Administers different projects simultaneously and completes successfully.

• Prepares and presents a realistic budget to the county manager. Provides attentive financial oversight to the departmental budget(s). Utilizes fiscal resources appropriately.

• Hires, trains, and tracks required staff certifications. Provides and documents ongoing and consistent guidance to staff. Completes evaluations, documenting performance and addresses personal conduct and work performance concerns.

• Promotes safety of employees and reports maintenance needs timely. Incorporates safety into employees communications and ensures all employees receive annual OSHA training.

• Reports accurate information to the appropriate federal, local, and state officials in a timely manner that may be considered a department safety concern, serious risk, personnel concern, financial concern.

• Plans, develops and oversees implementation of County-wide plans for responses to natural or person made disasters. Coordinates capabilities and responsibilities of emergency communications, emergency medical services and other emergency services.

• Assists organizations such as hospitals, industries, schools and special needs facilities in coordinating with emergency response agencies and developing individualized emergency response plans.

• Maintains a Continuity of Operations Plan (COOP) submitting to state and federal agencies, training local agencies.

• Develops and implements education programs to inform the public of proper response to emergency situations and services of County emergency management programs.

• Serves as a Medical Examiner.

• Performs related duties as assigned.

Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Administration, Health Sciences, or related field, and five years of emergency services management experience and emergency operation experience including supervisory experience; or an equivalent combination of education and experience.

Special Requirements:

• A valid North Carolina driver’s license

• Paramedic certification

• Incident Command System (ICS) Courses 100, 200

• National Incident Management (NIMS) Courses 700, 800

Preferred:

• NC Office of Emergency Medical Services (OEMS) Level II North Carolina Emergency Management certification

• Possession of North Carolina EMS Instructor Level II certification

• Incident Command System (ICS) Courses 300, 400

• Emergency Vehicle Driver certification
