Qualifications

  • In-depth knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) structure.
  • Strong familiarity with emergency management, safety, and risk management principles.
  • Proven capacity to analyze data, assess options, and communicate results clearly.
  • Ability to present to large audiences and translate regulations into plain language.
  • Experience working within diverse teams and cross‑functional groups.

Responsibilities

  • Plan, update, and author comprehensive Emergency Operations Plans (EOPs) for facilities and areas.
  • Direct risk mitigation strategies for earthquakes, hazardous materials, and other crises.
  • Coordinate across federal, state, and local units to ensure program alignment.
  • Develop tactical safety solutions, including evacuation routes and resource allocations.
  • Design instructional materials and deliver training to leadership, guard staff, and groups.

Key Responsibilities

The Utah National Guard is seeking a proactive, analytical, and community-minded Emergency Prep Planner II to join our team in Draper. This is not just an office job; it is a vital mission to design, implement, and evaluate emergency operations plans (EOPs) that safeguard our Army installations, facilities, personnel, contractors, and military families from natural and man-made disasters.

Key Responsibilities
  • Plan & Protect: Evaluate, update, and author comprehensive Emergency Operations Plans (EOPs) for assigned facilities and areas, ensuring alignment with the Federal Civil Defense Act.
  • All-Hazards Incident Management: Direct and evaluate risk mitigation strategies for earthquakes, hazardous materials, nuclear/non-nuclear emergencies, and other critical crises.
  • Interoperable Coordination: Serve as a core resource to integrate crisis management operations across federal, state, and local government units, ensuring compliance with Army Protection programs.
  • Public Safety Design: Develop tactical safety solutions, including building evacuation routes, public safety procedures, and life-support resource allocations (medical care, feeding logistics).
  • Train & Educate: Design instructional materials and deliver dynamic presentations/stand‑up training to leadership, guard staff, civic groups, and schools.

Required Upon Entry
  • Framework Expertise: In-depth knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) structure.
  • Risk & Strategy: Strong familiarity with the principles, theories, and practices of emergency management, safety, and risk management.
  • Analytical Ability: Proven capacity to use logic, analyze complex data sets, and weigh the relative costs/benefits of potential safety actions.
  • Communication Excellence: Ability to speak clearly and dynamically before large audiences, translate complex regulations into plain language, and produce concise written materials.
  • Team Dynamics: A track record of working effectively within diverse workgroups and cross‑functional teams.
Trainable After Entry
  • Deep familiarity with specific Army Protection programs and localized agency objectives/structures.
Working Conditions & Physical Requirements
  • Environment: Position is primarily based in a typical, well‑lit, climate‑controlled office setting.
  • Physical Demands: Largely sedentary, comfortable desk work with occasional walking, standing, light carrying, or local driving for training/coordination purposes.
