Job summary

Holtec International seeks an Emergency Preparedness Specialist to support the implementation and maintenance of the Emergency Preparedness Program at our Covert, MI site. The role ensures compliance with the Site Emergency Plan, federal regulations, industry standards, and state/local requirements while coordinating with internal and external responders.

Qualifications

• High school diploma or equivalent required.
• Bachelor's degree in Emergency Management preferred.
• Up to 4 years of nuclear industry experience.
• Excellent written and verbal communication of technical information.
• Proficiency with Word and Excel.
• Technical understanding of nuclear power generation principles and plant operations.

Responsibilities

• Designs, develops, and validates procedures to implement radiological emergency plan.
• Serves as SME and conducts training for on-site and off-site emergency responders.
• Develops drill and exercise scenarios and leads exercise validation.
• Evaluates emergency response organization performance in drills and exercises.
• Maintains on- and off-site emergency response facilities and equipment.
• Assists off-site agencies to develop and implement emergency plans and procedures.
• Conducts assessments of emergency organization performance and special reviews as needed.
• Supports special studies such as evacuation travel time and population demographics.
• Tests emergency response equipment per procedures.
• Calculates and maintains trend data to monitor NRC performance.
• Interfaces with security for integrated radiological emergency planning.

Job description

The Emergency Preparedness Specialist supports the implementation and maintenance of the Emergency Preparedness Program to ensure compliance with the Site Emergency Plan, applicable federal regulations and regulatory guidance, industry standards and guidance, and state and local requirements.

Location: Covert, MI (On-site)

Primary Responsibilities

• Designs, develops, and validates procedures to implement radiological emergency plan.
• Serves as subject matter expert and conducts training for on-site and off-site emergency responders.
• Develops drill and exercise scenarios including serving as a scenario team leader, validating exercises, testing exercise performance on replica simulator and documenting exercise objectives.
• Evaluates emergency response organization performance in drills and exercises.
• Maintains on and off-site emergency response facilities and equipment.
• Assists off site agencies at state and local level to develop and implement emergency plans and procedures. Develops operator aids for radiological emergency response.
• Conducts assessments of on and off-site radiological emergency organization performance.
• Performs special reviews such as off-site dose assessment.
• Supports special studies including evacuation travel time, population demographics and alert notification system effectiveness.
• Conducts tests of emergency response equipment including radios, telephones, mobile telephones, radiation monitoring equipment and alert notification equipment in accordance with department surveillance procedures.
• Calculates and maintains trend data to monitor Department Level and NRC regulatory performance.
• Interfaces with security for integrated security/radiological emergency planning.

Requirements

• High school diploma or equivalent required
• Bachelor's degree in Emergency Management preferred
• Up to 4 years of commercial or military nuclear experience, or equivalent related industry experience
• Ability to communicate technical information, concepts, and ideas effectively, both verbally and in writing
• Proficiency with Microsoft Office applications, including Word and Excel
• Technical understanding of nuclear power generation principles and plant operations
