Job summary

Bowhead is seeking an Emergency Operations / Telecommunications Specialist to support EPA’s NSEP program in Washington, DC. The role is onsite in a classified environment, assisting in acquisition, installation, testing, operation, and management of secure and nonsecure communications capabilities.

The specialist will work with EPA continuity personnel, maintain COMSEC accountability, and support EOC operations at HQ and alternate sites.

Qualifications

• A bachelor’s degree is preferred in Telecommunications Systems, Management, Business, Information Systems, or related discipline.
• A minimum of four (4+) years general experience in telecommunications equipment/systems operations and EOC activities; PC-based office software; clear written and oral communication.
• At least two years of specialized experience in national security emergency support, disaster or environmental emergency program support; familiarization with secure facilities operations; OPSEC planning; COMSEC program experience.
• Strong skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
• Ability to communicate effectively with all levels of employees and outside contacts in both oral and written form.
• Strong interpersonal skills and good judgment for independent or team work.

Responsibilities

• Operate and perform maintenance on telecommunications and cryptographic equipment and systems.
• Assist in managing EPA’s COMSEC account from the EOC SAF.
• Maintain control and accountability of CCI in EPA’s account; conduct semiannual inventories and documentation.
• Prepare daily/weekly/monthly Operations Status reports and SOPs for telecommunications equipment.
• Ensure EOC and communications systems are in a constant state of operational readiness.
• Coordinate maintenance of secure communications systems and notify Program Manager as needed.
• Support testing requirements and ensure continuity capabilities in secure facilities.
