Job summary

Guidehouse seeks an Emergency Management Specialist (Senior Associate) to support federal clients in preparing for, responding to, and recovering from emergencies. You will provide analytical, planning, operational, and stakeholder engagement support across emergency management programs to strengthen readiness and resilience.

The role involves developing EOPs, leading workshops and exercises, coordinating with agencies and partners, and delivering executive briefings.

Qualifications

  • Bachelor's degree required.
  • 3+ years of EM, disaster recovery, resilience, continuity, or related program experience.
  • MUST be able to obtain and maintain a Federal Public Trust.
  • Knowledge of FEMA doctrine, emergency management frameworks, and lifecycle activities.
  • Experience in planning, analysis, stakeholder engagement, and project management.
  • Strong written and verbal communication skills for executive deliverables.
  • Analytical, organized, and problem-solving abilities.
  • Ability to work independently with multiple priorities and deadlines.
  • Proficiency with MS Office, collaboration tools, and data analysis techniques.

Responsibilities

  • Support emergency management planning, preparedness, response, recovery, and mitigation activities.
  • Develop and update emergency operations and continuity plans and incident-specific strategies.
  • Facilitate preparedness workshops, tabletop exercises, simulations, and after-action reviews.
  • Analyze disaster impacts, operational data, and program metrics to inform decisions.
  • Assist in FEMA National Preparedness System, NIMS, and ICS implementation.
  • Support grants management and disaster recovery funding-related compliance.
  • Create briefings, situation reports, and leadership-ready materials.
  • Coordinate with government agencies, nonprofits, contractors, and community partners.
  • Support EOC activities during activations and incidents.
  • Identify risks, propose improvements, and support resilience initiatives.
  • Contribute to project workstreams and client deliverables; mentor junior staff.

What You Will Do

Guidehouse seeks an Emergency Management Specialist (Senior Associate) to support federal clients in preparing for, responding to, recovering from, and mitigating the effects of emergencies. The successful candidate will provide analytical, planning, operational, and stakeholder engagement support across emergency management programs, helping clients strengthen readiness, improve resilience, and execute complex emergency response and recovery initiatives.

Responsibilities Include
  • Support emergency management planning, preparedness, response, recovery, and mitigation activities.
  • Develop, review, and update emergency operations plans, continuity plans, recovery frameworks, and incident-specific response strategies.
  • Facilitate preparedness workshops, tabletop exercises, simulations, and after-action reviews.
  • Analyze disaster impacts, operational data, and program performance metrics to support decision-making and resource prioritization.
  • Assist clients in implementing FEMA National Preparedness System, National Incident Management System (NIMS), and Incident Command System (ICS) principles.
  • Support grants management, disaster recovery funding programs, and compliance activities related to federal emergency management requirements.
  • Develop briefings, situation reports, executive communications, readiness assessments, and decision-support materials for leadership.
  • Coordinate with cross-functional stakeholders, including government agencies, nonprofit organizations, contractors, and community partners.
  • Support crisis management and emergency operations center (EOC) activities during activations and disaster events.
  • Identify operational risks, recommend process improvements, and support implementation of resilience-building initiatives.
  • Contribute to project workstreams, client deliverables, and business development activities while maintaining high standards of quality and client service.
  • Mentor junior team members and support knowledge sharing across project teams.
What You Will Need
  • Bachelor's degree.
  • THREE (3) or more years of professional experience supporting emergency management, disaster recovery, resilience, continuity, preparedness, homeland security, public health emergency preparedness, or related programs.
  • Must be able to obtain and maintain a Federal Public Trust; Candidates with an active Public Trust or suitability are preferred.
  • Knowledge of FEMA doctrine, emergency management frameworks, and disaster lifecycle activities.
  • Experience conducting planning, analysis, stakeholder engagement, and project management activities.
  • Strong written and verbal communication skills, including development of executive-level deliverables.
  • Strong analytical, organizational, and problem-solving capabilities.
  • Ability to work independently while managing multiple priorities and deadlines.
  • Proficiency with Microsoft Office applications, collaboration tools, and data analysis techniques.
What Would Be Nice To Have
  • Bachelor's or Master's degree in Emergency Management, Public Administration, Homeland Security, Public Health, Environmental Science, Business, or a related field.
  • Experience supporting federal/public health emergency preparedness and response activities (i.e., CDC, ASPR).
  • Incident Command System training and certifications (ICS-100, ics-200, ics-300, ics-400).
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), PMP, Lean Six Sigma, or related certification.
  • Experience supporting federal, state, local, tribal, or territorial emergency management organizations.
  • Experience supporting Emergency Operations Centers, Joint Field Offices, or disaster deployments.
  • Experience with continuity of operations planning (COOP) and continuity of government (COG) programs.
  • Knowledge of community resilience, infrastructure protection, or public health emergency preparedness programs.
  • Ability to use data and Artificial Intelligence (AI) to responsibly inform strategy, problem solve, and make decisions.
