TheCatholic Charities Jacksonville Regional Officeis seeking a full-time, non-exemptEmergency Financial Assistance Program Manager. This is a in-office 40 hour a week position, Monday to Friday, 8 am to 4:30 pm, in-office position is located in Jacksonville, FL. The salary range is $27 to $29 an hour, commensurate with experience and qualifications.

Job Summary

Responsible for the overall leadership, management, and oversight of the Emergency Financial Assistance Program, including all funding streams, service components, and program operations. Provides supervision and strategic direction to ensure effective and timely delivery of service, regulatory and contractual compliance, and alignment with agency goals and priorities. Oversee program performance, resource utilization, and community partnerships to ensure individuals and families in crisis receive high-quality, compassionate, and responsive assistance in accordance with all applicable funding and program requirements.

Essential Duties and Responsibilities
  • Oversee the daily operations of the Emergency Financial Assistance Program across all funding sources and service components.
  • Supervise, support, and provide direction to program staff, including Outreach, Intake, and Case Management personnel.
  • Ensure compliance with all applicable federal, state, local, contractual, grant, and private funding requirements, including HOPWA and other program-specific requirements.
  • Develop, implement, and regularly review program policies, procedures, workflows, and best practices to support effective and consistent service delivery.
  • Monitor program performance, service delivery, outcomes, and key performance indicators to ensure quality, effectiveness, and alignment with agency and funder expectations.
  • Oversee the collection, accuracy, maintenance, and reporting of program data and client documentation in accordance with agency, contractual, and funder requirements.
  • Prepare, review, and submit required program reports and provide accurate and timely program information to funders, agency leadership, and other stakeholders.
  • Manage program budgets in collaboration with Finance and agency leadership, monitor expenditures and available funding, and ensure the responsible and appropriate use of program resources.
  • Provide ongoing supervision, training, coaching, and performance management to program staff to promote accountability, professional development, and high-quality service delivery.
  • Establish and maintain effective partnerships with community organizations, healthcare providers, referral sources, funders, and other stakeholders to strengthen service coordination and access to resources.
  • Identify emerging community needs, service gaps, and opportunities for improvement and develop strategies to enhance program accessibility, effectiveness, reach, and impact.
  • Collaborate with agency leadership on strategic planning, program development, continuous improvement, and identification of funding and partnership opportunities.
  • Represent Catholic Charities at community meetings, coalitions, collaborative initiatives, and other external engagements related to the program and populations served.
  • Ensure confidentiality, privacy, and ethical handling of client information in accordance with agency policies and applicable laws, regulations, and professional standards.
  • Other duties as assigned.
Other Duties and Functions:

  • Treat clients, coworkers, volunteers, and community partners with dignity and respect, demonstrating sensitivity to the cultural, socioeconomic, and spiritual characteristics of the populations served.
  • Maintain the confidentiality and security of client, employee, and agency information in accordance with agency policies and applicable laws and regulations.
  • Maintain regular and effective communication with the supervisor regarding caseload, client needs, challenges, and other matters requiring guidance or attention.
  • Attend required agency, departmental, and program meetings and participate in training, in-service activities, continuing education, conferences, and workshops necessary for professional development and compliance.
  • Complete and maintain all documentation, records, and required reports in a timely, complete, and accurate manner and in accordance with applicable regulatory, statutory, contractual, grant, and agency requirements.
  • Comply with all applicable Diocese of St. Augustine and Catholic Charities Bureau, Inc. policies, procedures, standards, and requirements.
  • Perform other duties as assigned to support program and agency operations.
Knowledge, Skills, and Abilities
  • Strong knowledge of social service program operations, case management principles, best practices, and applicable funding and compliance requirements.
  • Experience with federally funded programs and related compliance standards preferred.
  • Strong leadership, supervisory, and team management skills, with the ability to provide direction, support, accountability, and professional development to staff.
  • Ability to analyze program data, outcomes, and performance measures and use findings to improve service delivery, compliance, and overall program effectiveness.
  • Strong organizational, time-management, and problem-solving skills, with the ability to manage multiple priorities, meet deadlines, maintain accurate documentation, and exercise sound judgment.
  • Excellent written and verbal communication skills, with the ability to communicate effectively and build collaborative relationships with staff, leadership, clients, volunteers, funders, healthcare providers, community partners, and other stakeholders.
  • Ability to support compassionate, strength-based, and client-centered service delivery while maintaining appropriate professional boundaries and responding effectively to crisis situations and complex client needs.
  • Proficiency in Microsoft Word, Outlook, and Excel, as well as client database and reporting systems; ability to learn agency-specific software.
Required/Preferred Education and Experience
  • Bachelor’s degree in social work, public administration, human services, or a related field required.
  • Master’s degree in social work, public administration, nonprofit management, or a related field preferred.
  • Minimum of five years of progressively responsible experience in social services, nonprofit programs, or a related field required.
  • Supervisory or program management experience preferred.
Other Requirements
  • Successfully complete a Level II background screening.
  • Successfully complete a professional reference check.
  • Successfully complete a local background check in the county of residence.
  • Successfully complete an annual Motor Vehicle Record (MVR) check.
  • Maintain a valid Florida driver’s license and reliable transportation.
  • Provide proof of and maintain personal automobile insurance that meets agency requirements.
  • Provide copies of all required licenses and certifications prior to the first day of employment.
  • Successfully complete employment eligibility verification through E-Verify.
Driving and Travel
  • 20% travel is required for this job.
  • This position requires that you drive your personal automobile or vehicle on agency business on behalf of Catholic Charities Bureau, Inc. Therefore, you must be at least 21 years old and have a current valid Florida Driver’s License with no more than 5 points on your Florida driver’s license within the last three years and no DUI convictions. You are required to carry automobile liability insurance in the amount of at least $50,000 for each person, $100,000 for each accident or occurrence for bodily injury, and $25,000 for property damage. Additionally, if transporting children, employees must be at least 25 years old and have increased limits of 100/300/50.
