The Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.
The Solano County Employment and Eligibility Services Division of the Health and Social Services Department is currently recruiting for Eligibility Benefits Specialist II.
Eligibility Benefits Specialist II is the full journey working level in the series. They apply regulations and procedures to determine eligibility for multiple public assistance programs, and performs other related duties as required. The II-level is the full journey working level in the series. Under supervision, the successful candidate is expected to independently perform the full range of multi public assistance benefit eligibility determination duties while managing related case records independently.
The ideal candidate for the Eligibility Benefits Specialist II position possesses comprehensive knowledge of public assistance programs and can independently perform the full range of eligibility determination duties. They demonstrate proficiency in interpreting and applying complex regulations, maintaining accurate and well-organized case records, and managing a diverse caseload with consistency, efficiency, and attention to detail.
The ideal candidate has experience working within a California county social services agency and recent, hands-on experience determining eligibility for programs such as CalFresh, Medi-Cal, CalWORKs, and Welfare-to-Work. They are skilled in conducting both in-person and virtual interviews, gathering and evaluating sensitive financial and personal information, and providing clear, respectful, and supportive guidance to individuals seeking assistance.
Strong technical proficiency, including effective use of the CalSAWS system, is essential. The ideal candidate exercises sound judgment, demonstrates reliability, and is committed to providing high-quality customer service and timely, accurate benefit determinations. They perform effectively both independently and as part of a team, consistently demonstrate professionalism and integrity, and bring a commitment to continuous learning and contributing to the division’s ongoing success.
Six (6) months of experience performing duties equivalent to an Eligibility Benefits Specialist I (Eligibility Worker I) in a California County Department of Social Services, or 13 full pay periods as an Eligibility Benefits Specialist I with Solano County. The experience must have been within the last two (2) years.
Applicants are required to possess a valid California Driver’s License, Class C.

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.
