Job summary

The City of Bremerton is seeking a skilled technician to maintain and repair traffic signal systems, SCADA telemetry, and related electronic equipment. You will work across city departments, perform preventive maintenance, and support field and vehicle electronics.

Qualified candidates have an associate degree in electronics, 3+ years of experience, and a Washington driver’s license. A journeyman electrical license is preferred; candidates may require certain certifications and must be able to

Qualifications

  • Associate's degree in Electronics or closely related field and 3 years of experience maintaining and repairing electronic systems.
  • Valid Washington State driver's license required.
  • Preferred: Washington State Journeyman Electrical License (EL-01).
  • Ability to work in indoor/outdoor environments with safety considerations and physical tasks including lifting up to 50 pounds.

Responsibilities

  • Designs, installs, services, and repairs traffic signal systems and related components.
  • Reviews plans and inspections; instructs others in equipment use.
  • Supports radio and SCADA telemetry systems, RTUs, and related controllers.
  • Performs preventive maintenance and maintains accurate records and documentation.
  • Assists with equipment standards and low-voltage system repairs across City departments.
  • Maintains and troubleshoots electronics in City vehicles and field equipment.

General Function

b> The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027.

Reporting to the Public Works Operations Manager and under general direction, administers, maintains, installs, repairs, and troubleshoots electronic systems, including traffic control, radio communications, process control and instrumentation systems, electrical circuits, and associated computer components.

Representative Essential Duties And Responsibilities

  • Designs, installs, programs, maintains, troubleshoots, and repairs traffic signal systems and components, including microprocessor-based controllers, conflict monitors, loop and radar detectors, controller cabinets, field wiring, preemption equipment, traffic signals, warning flashers, rectangular rapid-flashing beacons (RRFBs), and school flashers.
  • Reviews and corrects consultants' plans and specifications for traffic signal, instrumentation, and electrical systems; inspects work performed by others; and instructs others in the use of equipment.
  • Designs and supports radio and Supervisory Control and Data Acquisition (SCADA) telemetry systems, including the installation, programming, and maintenance of Remote Telemetry Units (RTUs) and associated microprocessor-based controllers.
  • Annually cleans traffic signal cabinets, tests conflict monitor units (CMU) and malfunction management units (MMU), and coordinates preventive maintenance.
  • Performs related administrative functions, including preparing specifications; specifying and purchasing equipment and materials; maintaining inventory controls; preparing job cost estimates; and creating and maintaining printed and electronic documentation, manuals.
  • Maintains accurate systems’ records inclusive of wiring drawings, schematics, billing information, maintenance histories, the City cable plant, and traffic signal systems.
  • Assists in developing equipment and installation standards for traffic signals and electric signs.
  • Performs low-voltage system and signal repair and maintenance, radio installations and walk-in electronic repairs for City departments.
  • Installs, maintains, and repairs electronic computer equipment, including personal computers and microprocessor-based controllers installed in vehicles and other equipment; recommends upgrades and system changes to improve performance; and assists with computer software problems.
  • Maintains, troubleshoots, and repairs auxiliary and specialty equipment installed in City, Police, Fire, and Public Works vehicles, including sirens, lighting, strobes, responders, alarms, OPTICOM, radios, custom interlocks, and safety equipment.
  • Coordinates electrical needs for public events.

  • Traffic control equipment and traffic signal coordination.
  • Water system operations.
  • The National Electrical Code (NEC), Manual on Uniform Traffic Control Devices (MUTCD), and instrumentation.
  • Electrical theory as applied to the installation and repair of electrical circuits and systems.
  • Telephone wiring and installation techniques.
  • Radio and electronic communications equipment.
Ability To
  • Read and interpret blueprints, diagrams, and charts.
  • Install, maintain, and repair traffic signals, process control and instrumentation equipment, street lighting, and other electrical circuits.
  • Communicate complex technical terms and project information clearly to people with limited technical knowledge.
  • Use a wide variety of tools and equipment to assemble materials and work with minimal supervision.
  • Use computers, common office productivity software, and specialized programs to access work-related information.
  • Work cooperatively and effectively as a team member.
Skill In
  • Using Microsoft Excel, Microsoft Word, and specialized computer programs.
  • Using electronic test equipment and soldering equipment.
Qualifying Education And Experience (Minimum Requirements)
  • Associate's degree in Electronics or closely related field AND three (3) years of experience maintaining and repairing electronic systems and equipment.
  • A valid Washington State driver’s license is required and must be obtained/maintained throughout employment.

Equivalent combinations of education, vocational training, certifications, and directly related experience that demonstrate ability to perform the duties may substitute for minimum requirements except where a license or certification is required by law.

Preferred Qualifications
  • Washington State Journeyman Electrical License (EL-01).
Special Requirements

The following licenses, certifications, and specialized training are required for this position. Possession at the time of hire is preferred. If not held at the time of hire, the credential must be obtained within one (1) year, no later than 18 months, of the hire date unless an earlier alternative date is established by the City:

  • Confined Space Entry certification.
  • Flagger certification.
  • First Aid and cardiopulmonary resuscitation (CPR) certification.
  • International Municipal Signal Association (IMSA) traffic signal certification.
  • Washington State Journeyman Electrical License (EL-01).
Physical Requirements

Must be able to discern fine details and accurately distinguish colors for equipment repair; use power and hand tools; work in confined spaces and in all weather conditions; and lift up to 50 pounds.

WORKING CONDITIONS

Work is performed indoors and outdoors in extreme weather conditions and involves significant safety considerations related to full-body physical labor, handling medium- to heavy-weight materials, and exposure to electrical currents.

Work is performed along roadways and in traffic, from a bucket truck or ladder, on systems energized at voltages up to 480 volts AC, and within the flash-protection boundary for energized electrical circuits up to 12,500 volts AC. Work requires working at heights up to 50 feet, on-call status, and work in biohazard environments and confined spaces.

MEDICAL AND DENTAL INSURANCE

Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental plans. Employees are also eligible for vision insurance on the first day of the month in which the third consecutive monthly premium payment is made on their behalf.

Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Regence HealthFirst 250 Plan. To cover dependents employees pay 20% of the dependent premium. Dependents may be added when you are hired, within 30 days of birth or adoption, during the annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of job or medical coverage). Detailed coverage and rate information is available from Human Resources.

The City provides a dental plan through Washington Dental Service for employee and dependents at no cost to the employee. Dependents can be added when hired, within 30 days of birth or adoption, or at annual open enrollment.

LIFE INSURANCE

Life Insurance is available at the employee's expense in amounts from $10,000 to $500,000. You may enroll when hired or at annual open enrollment.

VOLUNTARY LONG-TERM DISABILITY (LTD)

LTD coverage is available at the employee's expense. LTD will pay you up to 60% of your salary if you become disabled for more than 90 days due to the same or a related sickness or injury, which must be accumulated within a 180 day period.

RETIREMENT

The City provides a comprehensive retirement program through the Public Employment Retirement System (PERS) or Public Safety Employees Retirement System (PSERS). If you have an account established in PERS prior to October 1, 1977, Plan 1 would apply or after October 1, 1977, Plan 2 would apply. Effective September 1, 2002, you have the option of Plan 2 or Plan 3. You have 90 days from your employment date to choose between Plan 2 and Plan 3. If you have not decided within 90 days of employment, you will automatically be enrolled in Plan 3, Option A, at 5%. PSERS Plan 2 was created by the 2004 Legislature for certain public employees whose jobs contain a high degree of physical risk to their own personal safety. Employees hired into eligible PSERS positions on or after July 1, 2006 will automatically become members of PSERS.

The PERS plans 1 and 2 are defined benefit plans to be taken when you qualify for retirement. Service credit and average final compensation with a minimum of 5 years service for vesting determine the amount of the benefit. Plan 3 is a combination of defined benefit plan and a defined contribution plan. See your plan booklets for further information.

Deferred Compensation

You may choose from fourdifferent plans. You may contribute with a minimum of $30 per month and a maximum annual contribution of $24,500.
