Description of Position

Serves as the technical expert for the organization in electronics engineering assignments concerning Cyberspace and Information Technology Systems, providing technical leadership and management to ensure project and program success. The employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides the technical and programmatic work of junior team members. This position involves 51% or more of time in direct support of acquisition positions.

Position Responsibilities

• Performs professional electronics engineering work applied to the acquisition, development, cybersecurity, Defensive Cyber Operations (DCO), and sustainment of weapon systems, subsystems, and support equipment.
• Functions as a cyber technical specialist in design and development engineering for critical systems; designs and develops prototypes, engineering models, methodologies, and mathematical models to assess concepts and formulate design criteria.
• Plans, organizes, coordinates, and executes experiments and technology assessments to inform strategic concepts and integrate emerging technologies into multi-echelon architectures, solving known capability gaps.
• Develops and implements policies, processes, and procedures spanning multiple engineering disciplines; conducts post-experiment data reduction and develops comprehensive technical reports and briefings.
• Advise management as a recognized expert, analyzing system trade-offs and requirements, and determines the need for reorientation or initiation of new programs based on changing capabilities.
• Represents the organization at workshops and collaborates with industry partners, conducting market surveys and vendor evaluations to determine the suitability of industry technologies.
• Leads, guides, and coordinates the work of a multidisciplinary team of civilians, military personnel, and contracted technical support staff.

Desired Skills/Expertise

• Advanced knowledge of professional electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment applied to project execution and advisory services.
• Expertise in development testing and evaluation sufficient to apply experimental theories and new applications to issues, providing technical direction for weapon systems, subsystems, and support equipment.
• Comprehensive knowledge of integrated air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee electronic systems development/sustainment.
• Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and other engineering disciplines.
• Ability to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting command-wide policies or programs.
• Advanced skill sufficient to communicate clearly, concisely, and with technical accuracy (orally and in writing); negotiate complex issues; and work professionally with peers, management, contractors, academia, and other agencies.
• Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses, and organizational requirements (relevant to confidentiality, integrity, availability, authentication, and non-repudiation).

Conditions of Employment

• Must be able to obtain and maintain a TS/SCI Security Clearance.
• Occasional travel away from regular duty location may be required.
• May be required to work irregular duty hours including evenings, weekends, and/or holidays.
• This position is an Excepted Service (Schedule Policy/Career) position that is at-will. You may obtain competitive status after two years of service [if applicable]. Standard Merit Systems Protection Board (MSPB) appeal rights do not apply; instead, prohibited personnel practices are enforced internally by the DAF Inspector General.
