United States Space Command (USSPACECOM)/J5, Global Engagement and Cooperation Directorate is seeking a motivated and experienced professional to serve as a Space-Related Agreements Specialist. The successful candidate will be responsible for planning, formulating, coordinating, and implementing space-related agreements with our allies, commercial partners, civil agencies (e.g., NASA), and academic institutions to expand cooperation and defend U.S. vital interests in space.

Description of Position: This role serves as a Subject Matter Expert (SME) on Space Situational Awareness (SSA) data sharing and the U.S. Space Command's space surveillance network. The specialist will advise command leadership on international issues, represent USSPACECOM equities in strategic engagements, and play a key role in shaping the policy and strategy for international and interdepartmental cooperation in the space domain. Incumbent will plan and execute engagements, provide input into planning groups, OPTs, and other B2C2WG ISO the USSPACECOM J53.

Position Responsibilities:

• Plan, organize, negotiate, and execute agreements, Memorandums of Understanding (MOUs), and other arrangements relating to space activities in support of command requirements.
• Develop and integrate strategic engagement objectives for SSA data sharing with foreign nations, civil agencies, commercial partners, and academic institutions.
• Analyze current and emerging national and international policies to determine their effectiveness and consistency with U.S. national security interests and develop new policy recommendations for USSPACECOM.
• Represent USSPACECOM at all levels, including to other Combatant Commands, senior national leadership, and international equivalents, to define and shape policy and planning for space-related agreements.
• Provide SME technical advice and analysis on SSA data sharing, the space surveillance network, and strategic engagement to all mission areas assigned to USSPACECOM.
• Maintain professional liaison with senior foreign military leaders, commercial partners, academia, and intelligence community equivalents to promote cooperation and gain insight into the latest technical and scientific methodologies.
• Lead and participate in analytical planning teams for exercises, wargames, and contingency operations to develop and recommend courses of action for space operations.

Desired Skills/Expertise:

• Comprehensive knowledge of the plans, policies, international agreements (MOUs/MOAs), and operations of the DoD, foreign nations, civil agencies, commercial partners, and academic institutions.
• Advanced skill in communicating effectively, both orally and in writing, with the ability to negotiate complex issues and maintain strong working relationships with diverse, executive-level groups.
• Proven ability to plan, organize, negotiate, and execute agreements with a wide range of international, governmental, commercial, and academic partners.
• Skill in organizing and leading study teams to originate new ideas, projects, and methodologies.
• Ability to plan, coordinate, and collaborate among multiple DoD, foreign nations, civil space agencies, commercial partners, and academic institutions, at all echelons, to meet program requirements and objectives within available resources.
• Knowledge of partnership agreements involving Foreign Liaison Officers and Defense Personnel Exchange Officers.
• Proficiency in basic office automation applications and SharePoint for archiving and developing post-engagement products.
• Demonstrated skill in communication (written and oral), development of briefings and documents at the executive and General Officer level representing the CCMD.

Conditions of Employment:

• Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
• This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
• Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
• May occasionally be required to work other than normal duty hours to include overtime and/or emergency overtime.
• Work will require travel away from the normal duty station to include on military or commercial aircraft.
• Must be eligible to meet foreign travel requirements.
• Position eligible for telework in a situational status. Telework agreement must be signed.
• Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years.
