Job summary

Qualifications

• Bachelor’s degree in Criminal Justice, Sociology, Public Administration, or higher with two years related administrative support in investigations using cellular data records and/or geolocation.
• Pass an FDLE background check and FCIC/NCIC certification within three months of employment.
• Must be fluent in English (verbal and written).
• Advanced computer skills, including word processing, spreadsheets, presentations, databases, and mapping applications.
• Experience with Cellular Data Records and GeoLocation data used in criminal investigations.

Responsibilities

• Produce maps using historical Cellular Data Records or GeoLocation data to aid in criminal investigations and missing persons recovery.
• Assist detectives and multi-jurisdictional agencies in legal preparation of warrants and subpoenas for subscriber records and device seizures.
• Analyze electronic evidence and generate reports for court testimony and charging purposes.
• Provide witness testimony as a Subject Matter Expert to support prosecutions in trial management meetings.
• Disseminate analytical reports to agency personnel and external partners in written reports, presentations, or meetings.

Starting Salary: $57,387.20/yr or $59,113.60/yr. with 3+ years of experience

Assists with fugitive suspect apprehensions, utilizing real-time cellular monitoring technology, and provides real-time actionable intelligence to surveillance teams & Electronic Surveillance Support Team (ESST) operators. #oj

Minimum Requirements

• At least 18 years of age.
• Must be able to comprehend and communicate fluently in verbal and written English.
• U.S. Citizen or possess a current permanent resident card.
• Clean criminal history; any arrest history will be individually evaluated.
• No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.

• Bachelor’s degree (B.A./B.S.) in Criminal Justice, Sociology, Public administrations, OR HIGHER AND two (2) years related administrative support in a local, state, or federal agency responsible for conducting criminal, civil, and/or administrative investigations using Cellular Data Records and/or GeoLocation AND/OR an equivalent combination of education or experience as determined by the criteria above.
• If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
  Four (4) years of direct experience for a Bachelor's Degree
• Must pass a FDLE background check and must be able to be FCIC/NCIC certified within three (3) months of employment.
• Must have Florida Law Enforcement Analyst Academy Certification (240-hour academy).
• Must complete 28 CFR Part 23 Privacy Training within six (6) months of employment.
• Responsible for producing maps utilizing historical Cellular Data Records (CDR) or GeoLocation data reports (Cellular Data Records, Geo Fence, DriveCam, Aircard, CelleBrite, GPS Ankle Monitoring, etc.) to aid in the prosecution of criminal investigations and the recovery of missing persons.
• Assists Detectives and multijurisdictional law enforcement agencies in legal preparation of search warrants and subpoenas to properly obtain subscriber records and seizure of all types of electronic devices.
• Supports other agencies within the nine counties encompassed in FDLE's Orlando regional area. Communicates with other private partners.
• Conducts examinations of electronic evidence including cell data and corresponding GPS mapping and/or triangulation to assist detectives; Analyzing and mapping historical call detail records from providers and creating reports for court testimony and charging purposes.
• Assists the State Attorney's Office with trial management meetings and provides witness testimony as a Subject Matter Expert to support the prosecution of criminal investigations.
• Examines and analyzes law enforcement databases, internet sources, social media sites (i.e. Facebook, Twitter, Instagram, TikTok, etc.) to collect and verify suspect information, systems may include DAVID, Property Appraiser, FCIC/NCIC, Accurint, ACISS, FINDER, Jailtrac, VineLink, etc.
• Compiling criminal records, and cross-referencing data and intelligence with other criminal intelligence databases.
• Examining data from cell phones and electronic data sources, analyzes data, and provides reports on the data.
• Produces analytical reports as needed for dissemination to agency personnel, staff, other law enforcement agencies, and/or the general public via written reports, presentations, or meetings.
• May serve to assist the Professional Standards Section with the analyzing and interpreting of digital evidence.
• Ability to read, analyze, and interpret common scientific and technical journals/publications, financial reports, and legal documents.
• Ability to evaluate, analyze, interpret and write briefings and analytical reports that conform to a prescribed style and format.
• Ability to effectively present information and respond to questions and complaints from management, outside agencies, businesses, and the general public.
• Ability to effectively present and facilitate information related to criminal intelligence.
• Ability to provide information and/or perform work specifically for others outside of the agency (e.g., Local, State, Federal, territorial and tribal law enforcement agencies, and international partners, etc.).
• Must have advanced computer skills to include word processing, spreadsheet, presentation, data base, and mapping applications.
• Ability to conduct advanced online research and utilize social media websites to gain relevant intelligence information.
• Ability to summarize pertinent data from various sources of information.
• Ability to handle sensitive, confidential and classified information/material.
• Ability to apply mathematical concepts such as probability and statistical inference, frequency distribution, and correlation techniques.
• Must have advanced analytical and reasoning skills to include the ability to define problems, collect and analyze data, establish facts, draw valid conclusions, and provide reasonable recommendations.
• Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.
• Must have advanced knowledge of public records laws pertaining to the possession, dissemination, and destruction of records preferred.
