Job Summary

This position provides oversight, technical expertise, and team leadership for electronic data exchange surveillance systems maintained by the Arizona Department of Health Services—including electronic laboratory reporting (ELR), electronic case reporting (eCR), and emerging mechanisms or registries. This role manages direct reports, oversees project-related grant deliverables and drives cross-agency collaboration to support disease surveillance.

Responsibilities
  • Lead the planning, development, maintenance, and enhancement of public health data exchange systems. Partner with IT and program leads to establish project goals, track progress, and deliver system upgrades.
  • Gather and document program business requirements, providing functional expertise to guide project implementation and IT development.
  • Supervise, support, and direct a technical team tasked with onboarding, maintaining, and enhancing public health data exchange systems.
  • Collaborate with internal program leads, clinical laboratories, hospitals, and county/tribal health departments to resolve reporting concerns, conduct training, and communicate updates.
Job Duties
  • Acts as primary liaison between Information Technology department and multiple business units; coordinates system requirements gathering, development, testing, implementation, training, maintenance, and enhancements for agency electronic surveillance data exchange.
  • Supervises a team by setting priorities, providing support/direction, and taking care of administrative issues as needed; trains staff on operational procedures and troubleshooting techniques; coaches team members on performance, completes employee performance evaluations and provides professional and technical guidance; receives guidance and oversight from manager.
  • In conjunction with Program staff, ensures communication and coordination with business units, system users and data submitters to provide status information, training, education about systems and policies, elicit feedback, and identify system areas for improvement.
  • Writes grant proposals, progress reports, and other applications to ensure continued funding for system implementation, maintenance and enhancements.
  • Participate in national surveillance working groups and projects to align agency electronic disease surveillance with federal requirements, national standards and interoperability as needed.

Knowledge, Skills & Abilities (KSAs)
Knowledge Of
  • Public health surveillance methodologies and electronic data exchange frameworks (e.g., ELR, eCR).
  • Healthcare messaging and interoperability standards, including HL7 v2.5.x, ADT, CDA, FHIR, and USCDI.
  • Standard clinical terminologies and code sets, including LOINC, SNOMED CT, and ICD.
  • Database architecture concepts, public health informatics principles, and system development life cycles (SDLC).
Skilled In
  • Data & SQL Analysis: Skill in extracting, compiling, and analyzing public health data, including writing and executing SQL queries to validate database records.
  • Systems Lifecycle Management & Enhancement: Skill in conceptualizing, designing, evaluating, and optimizing information systems across their full life cycle, and leverage existing technology to streamline surveillance workflows and meet user requirements.
  • Troubleshooting, Problem Solving & Project Management: Advanced problem-solving skills to diagnose system issues and translate data insights into actionable program goals. Skill in requirements gathering, project planning, prioritization, and system testing for public health IT initiatives.
  • Cross-Functional Communication: Skill in effectively communicating complex technical topics (orally and in writing) to informaticians, developers, vendors, epidemiologists, and leadership.
  • Customer Service: Strong interpersonal skills to support system users, address reporting concerns, and deliver responsive customer service.
Ability To
  • Hire, train, supervise, manage, and evaluate technical staff.
  • Make sound decisions and recommendations regarding database design, data structure, and data quality.
  • Communicate technical requirements, status updates, and complex ideas clearly to diverse stakeholders.

  • Adapt quickly to emerging technologies, changing regulations, and evolving program requirements.
  • Work effectively both independently and as a collaborative team lead.
Selective Preference(s)
  • Bachelor's degree in epidemiology, informatics, or related field and 3 years applied informatics or surveillance experience or equivalent course work surveillance experience or in surveillance system project coordination and management. Master's degree may substitute for 1 year experience. Preference will be given to candidates with MPH and may substitute for 2 years of experience.
Pre-Employment Requirements
  • Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. 36-113.

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
