Job summary

PROSOFT seeks an Electromagnetic Spectrum SME to support Joint Electromagnetic Spectrum Operations Cell (JEMSOC) planning and analysis for a major combatant command. The role focuses on planning, directing, monitoring, and assessing JEMSO activities with emphasis on ES/EA/EP specialties.

Ideal candidates have five years of EW operations/analytical experience, formal EW training, and the ability to communicate complex concepts to diverse audiences. Onsite work and TS eligibility are required.

Description:

Advisory and Assistance Services (A&AS) for a major combatant command in executing the functions of the Joint Electromagnetic Spectrum Operations Cell (JEMSOC) with a focus on accomplishing planning and analytical support. Planning, directing, monitoring, and assessing JEMSO in support of command plans, operations, and concepts. Develop working aids, planning documents, staff estimates, summaries, articles, briefings. Support command intelligence processes critical to near-term, mid-term, and long-term JEMSO efforts for the Command. EMSO analysis focusing on characterizing adversary EMSO capabilities as they relate to threats to global strike, nuclear operations, and NC3.

Qualifications: All JEMSO Planner contractor personnel shall individually have:

At least five (5) years of experience conducting operations, planning, and/or operational analysis of air, land, sea, or space electromagnetic warfare (EW) operations, with a specialty in either Electromagnetic Support (ES), Electromagnetic Attack (EA), or Electromagnetic Protect (EP).

Formal training and/or education in EW principles and theory.

Experience communicating through clear, concise, and technically accurate verbal exchanges, written materials, and visual presentations to cross-functional audiences of varied rank, experience, and prior exposure.

Experience supporting cross-functional teams.

Ability to utilize desktop computers, current commercial software (i.e., Microsoft Office Suite), databases, and printers to prepare, improve, maintain, and produce specified briefings, correspondence, and personnel databases, for internal/external use.

Operations Planning training and/or experience.

At least one (1) FTE shall have recent experience (within 5 years) with Air Operations, or Exercise Scenarios, or Intelligence Community planning and processes

Preferred Qualifications: Desired qualifications, distributed across the JEMSO contractor team, include:

JEMSO Cell (JEMSOC) or service component Electromagnetic Spectrum Operations Cell (EMSOC) support experience in any joint command or joint command service component.

Current and relevant training and/or experience regarding JEMSO-relevant systems and technologies of U.S. and adversary nuclear command, control and communications (NC3) systems; global navigation satellite systems (GNSS); integrated air defense systems (IADS), ballistic missile defense (BMD) systems, signals intelligence (SIGINT) systems.

Diversity of weapon system experience and/or services.

Qualification as Air Force, Marine Corps or Navy Electromagnetic Warfare Officer (EWO) or other EW or SIGINT systems operator or analyst.

Prior instructor and/or evaluator experience in a related weapon system or EW/SIGINT related analytic discipline. Weapons School or comparable experience highly preferred.

Joint command or service headquarters experience. Experience directly supporting joint command operations is highly desirable.

Joint Operation Planning Process (JOPP) training and/or experience.

Experience leading and/or supporting joint force cross-functional teams.

Experience using JEMSO-relevant tools such as Electromagnetic Battle Management Joint (EMBM-J), Analytic Collaboration Environment Multi-INT (ACE-M), Stargate, Military Application of the Space Environment (MASE), GNSS Operational Awareness Tool (GOAT), Maven Smart Systems (MSS), etc.

Experience using JEMSO-relevant reporting databases such as Combined Emitter Database (CED), Electronic Warfare Integrated Reprogramming Database (EWIRDB), Military Equipment Parametrics and Engineering Database (MEPED), Joint Spectrum Interference Reporting Online (JSIRO), Vaquero, Cedalion, etc.
