Job description

Electrical (ECAD) Engineering Designer

We are searching for an Electrical (ECAD) Engineering Designer to join the Mechanical and Electrical Design and Drafting (MEDD) team at the Applied Research Laboratory (ARL) at Penn State. The ARL researches and develops innovative solutions to support the Navy, the Department of Defense (DoD), and the Intel Community (IC). The MEDD Service Center collaborates with ARL Research Offices to create CAD-based Mechanical & Electrical Designs, including drawing compliance and configuration management.

Responsibilities
  • Assist engineering programs needing electrical (ECAD) design support through collaboration with R&D Engineers and Engineering Support Specialists.
  • Create schematics, printed wiring boards, circuit card assemblies, bills of materials, and other documentation using accepted methods and techniques.
  • Utilize ARL's Project Lifecycle Management (PLM) software (Teamcenter) to properly archive and perform configuration management of all design documentation.
  • Facilitate work intake, estimation, and execution; report to senior management as requested.
  • Participate in, and occasionally lead, meetings and design reviews.
  • Maintain all required compliance training related to business systems, safety, and security.
Required skills/experience
  • Experience in ECAD software to develop schematics, printed wiring boards, circuit card assemblies, library parts, and bill of materials.
  • Past success in leading or supervising teams.
  • Working knowledge of printed wiring board construction, fabrication, and assembly.
  • Past success with project deliverables and team tracking.
Preferred skills/experience
  • Altium ECAD software.
  • Siemens Teamcenter PLM software.
  • Microsoft Office Product Suite – Excel, Word, PowerPoint, Project, Visio.
  • Significant knowledge of electrical systems such as power electronics, analog, digital, RF, and EMI.
  • IPC CID and/or CID+ certification, or general knowledge of IPC standards.
  • Current eligibility for access to classified information at the Secret level or higher and willingness to undergo a government background investigation if required.
Minimum Education and Experience

The position may be filled as Engineering Designer – Principal Professional (Associate Degree with 8+ years of relevant experience or equivalent combination) or as Engineering Designer – Senior Professional (Associate Degree with 6+ years of relevant experience or equivalent combination). No specific certifications are required.

Location

100% on‑site in State College, Pennsylvania. Options for a hybrid work-from-office and work-from-home scenario may exist depending on research requirements.

Security and Background Checks

All positions require successful completion of university background checks. Candidates must be U.S. citizens and are expected to obtain a government security clearance. A pre‑employment drug screen is required.

Salary & Benefits

The salary range for this position is $61,800.00 – $102,300.00, which may be impacted by geographic differential. Penn State provides a comprehensive benefits package, including medical, dental, vision, retirement plans, paid time off (holidays, vacation, sick time), and a generous 75% tuition discount for employees and eligible family members.
