Qualifications

  • Strong technical, written, and verbal communication skills, with the ability to independently evaluate technical information and communicate clear, defensible engineering findings and recommendations.
  • Strong computer and software proficiency with the ability to manage multiple projects, priorities, and deadlines while collaborating effectively within multidisciplinary engineering, construction, healthcare, and project-management teams in a remote consulting environment.

Responsibilities

  • Review electrical engineering design packages, drawings, specifications, calculations, studies, and technical submissions for technical accuracy and compliance.
  • Evaluate electrical systems including power distribution, panels, generators, UPS, lighting, grounding, life-safety, and safety systems.
  • Perform and review electrical load studies, short-circuit and arc-flash assessments, equipment sizing, and infrastructure condition evaluations.
  • Review contractor documentation including RFIs, submittals, shop drawings, proposals, and modifications.
  • Conduct site visits, field investigations, inspections, and system assessments at VA facilities.
  • Provide engineering support from design through closeout, including constructability reviews and value management.
  • Coordinate with VA stakeholders and prepare memoranda, evaluations, reports, and recommendations.
  • Provide technical consultation for VA initiatives such as infrastructure prioritization and VA project tracking.

Position Overview

The Electrical Engineer (CM-EE) will serve as a Subject Matter Expert (SME) providing professional electrical engineering and technical consulting support to the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), and Veterans Health Administration (VHA). The position supports VA design, construction, maintenance, facilities, and programmatic initiatives and may require simultaneous support of multiple projects throughout the VA portfolio.

The Electrical Engineer will provide specializedexpertiseassociated with electrical power distribution systems for healthcare facilities, telecommunications, signal systems, electronic safety systems, and electrical security systems. The engineer will support projects through planning, design development, construction, commissioning, system acceptance, and project closeout.

This is a remote position with periodic travel to VA medical centers, healthcare campuses, construction sites, and other project locations when field investigations, inspections, assessments, meetings, or other onsite activities arerequired.

Travel: Travel to Department of Veterans Affairs project sites as required.

Key Responsibilities

The Electrical Engineer will provide engineering subject matterexpertisesupporting VA design, construction, maintenance, and facilities programs across assigned projects. Responsibilities include, but are not limited to:

  • Review electrical engineering design packages, drawings, specifications, calculations, studies, and technical submissions for technical accuracy, constructability, interdisciplinary coordination, and compliance with applicable codes, NFPA standards, the National Electrical Code (NEC), VA Design Guides, and federal healthcare facility requirements.

  • Evaluate electrical systems, including normal and emergency power distribution, panels, generators, UPS systems, lighting, grounding and bonding, life-safety infrastructure, telecommunications, signal systems, and electronic safety and security systems.

  • Perform and review technical engineering analyses, including electrical load studies, short-circuit and arc-flash assessments, equipment sizing, system capacity evaluations, and infrastructure condition assessments to identify deficiencies, risks, and corrective actions.

  • Review contractor documentation, including Requests for Information (RFIs), submittals, shop drawings, proposals, contract modifications, technical studies, and calculations for consistency with approved design intent, contract requirements, and applicable electrical standards.

  • Conduct site visits, field investigations, inspections, and system assessments at VA facilities to evaluate electrical system condition, capacity, reliability, maintainability, and ability to support construction or modernization activities.

  • Provide electrical engineering support throughout design development, construction, commissioning, acceptance, and project closeout, including constructability reviews, Value Management activities, field verification, and resolution of construction-related technical issues.

  • Coordinate with CFM, VHA, architects, engineers, contractors, consultants, and other stakeholders and prepare technical memoranda, engineering evaluations, studies, reports, recommendations, and other decision-support documentation.

  • Provide technical consultation and program support for VA initiatives, including infrastructure prioritization and risk mitigation, Post-Occupancy Evaluations (POE), Planning, Design, and Construction Standards and Criteria, VA Master Specifications, the VHA Deviation Request Program, and required VA project tracking systems.

Required Qualifications
  • Eligibility requirements: U.S. citizenship is required for this position under applicable federal contract requirements.

  • Bachelor’s degree in Electrical Engineering from an accredited institution of higher learning.

  • Current professional licensure applicable to the Electrical Engineering discipline.

  • Minimum of six years of experience in electrical engineering design and construction.

  • Ability to understand, interpret, and apply applicable local, state, and federal jurisdictional requirements and project-specific requirements.

  • Strong technical, written, and verbal communication skills, with the ability to independently evaluate technical information and communicate clear, defensible engineering findings and recommendations.

Preferred Qualifications
  • Current Professional Engineer (PE) license in good standing, where applicable to the professional licensure requirement.

  • Experience supporting the Department of Veterans Affairs, other federal agencies, healthcare facilities, or mission-critical environments, including hospitals, medical centers, laboratories, or continuously operating facilities.

  • Familiarity with the VA Technical Information Library (TIL), VA Electrical Design Manual and Design Guides, VA Master Specifications, NEC, NFPA requirements, federal healthcare facility criteria, and related industry standards.

  • Experience with electrical distribution, emergency power, UPS systems, generators, grounding and bonding, lighting, telecommunications, and electronic safety/security systems, including site assessments, condition evaluations, capacity analyses, and infrastructure risk assessments.

  • Experience performing design and constructability reviews, reviewing RFIs, submittals, shop drawings, contractor proposals and modifications, and supporting commissioning, testing, system acceptance, and project closeout.

  • Strong technical writing skills, including preparation of engineering reports, field assessments, memoranda, analyses, recommendations, and design-review comments.

Remote Work and Travel Requirements
  • This position is remote, with the employee’s approved remote work location serving as the primary duty location. Travel may be required to support assigned engineering responsibilities at VA medical centers, healthcare campuses, construction projects, and other VA facilities nationwide.

  • Travel may include onsite design reviews, investigations, inspections, assessments, coordination meetings, commissioning activities, and other project-related events. All contract travel requires advance authorization in accordance with applicable task order and company requirements.

  • Candidates must be able to support multiple geographically dispersed VA projects and maintain flexibility for travel as required by assigned work.

  • For VA-facing activities, including meetings and site visits, work schedules must overlap VA core working hours of 9:00 a.m. to 3:00 p.m. Eastern Time. Government interface activities may begin no earlier than 7:00 a.m. ET and end no later than 7:00 p.m. ET unless otherwise authorized.

Security and VA Access Requirements

The selected candidate must be able to satisfy applicable Department of Veterans Affairs personnel-security, system-access, and training requirements. Requirements may include:

Completion of the required background investigation.

Obtaining andmaintaininga VA Personal Identity Verification (PIV) card, whenrequired.

Use of Government Furnished Equipment (GFE), when provided.

Compliance with VA information-security and privacy requirements.

Completion of VA Cyber Security Awareness Training.

Completion of VA Privacy Awareness Training.

Completion of training for applicable VA administrative systems, including TRIRIGA whenrequired.

Safety and Physical Requirements
  • Ability to walk and stand for extended periods, climb stairs and ladders as necessary, and safely navigate uneven terrain and changing construction-site conditions.

  • Ability to access active construction areas, utility spaces, electrical rooms, telecommunications rooms, equipment areas, and other facility environments and properly use required personal protective equipment (PPE).

  • When performing inspections on active construction sites, must comply with applicable federal, state, and local safety requirements and OSHA and/or EM 385-1-1 requirements, whichever is more stringent.

  • Must be able to perform the essential functions of the position with or without reasonable accommodation.

$140,000 - $150,000 a year

The posted compensation range reflects the scope and requirements of this position. A final offer will be determined based on the candidate’s relevant experience, skills, education, certifications, and work location, along with the responsibilities of the position.
