Job summary

Elessent Clean Technologies is seeking a hands-on EHS Manager to lead environmental, health and safety compliance at the MECS Catalyst Plant in California. This role acts as the site's EHS technical authority and requires strong knowledge of state regulations.

Elessent is seeking a hands‑on EHS Manager to lead environmental, health and safety compliance, safety performance and regulatory programs for the MECS Catalyst Plant. This role serves as the site's EHS technical authority and requires strong knowledge of California regulations, sound independent judgment, visible field leadership and the ability to translate complex requirements into practical direction.

Working closely with Operations, Maintenance, Engineering and site leadership, the EHS Manager will identify and manage risk, strengthen accountability and help ensure safe, compliant plant operations. The position also directly supervises one EHS Specialist.

Job functions and responsibilities:

• Serve as the site's technical authority for environmental, health and safety compliance; interpret regulatory and permit requirements, determine applicability and establish appropriate site actions.
• Own environmental permits, regulatory reporting, inspections, records, required notifications, corrective actions and follow‑up.
• Lead site programs covering air quality, hazardous materials and waste, CalARP, wastewater, TRI/EPCRA and related environmental requirements.
• Lead occupational safety, industrial hygiene, contractor safety and emergency preparedness programs.
• Oversee the EHS training program, including regulatory requirements, training content, completion and recordkeeping.
• Maintain a regular field presence, identify hazards and compliance gaps, and drive corrective actions to timely completion.
• Lead regulatory inspections and agency interactions, EHS audits, incident and release investigations, and related reporting and follow‑up.
• Evaluate EHS requirements and risks associated with changes to processes, equipment, chemicals and projects; establish appropriate controls before implementation.
• Maintain internal process‑safety practices, including management of change (MOC), process hazard analysis/layers of protection analysis (PHA/LOPA), pre‑startup safety review (PSSR) and incident investigation.
• Provide clear, timely EHS guidance to Operations, Maintenance, Engineering and site leadership, including support during incidents, emergencies and other EHS matters.
• Supervise and develop the EHS Specialist, set priorities and ensure effective execution of assigned programs.
• Develop and manage the annual EHS department budget and propose projects that improve site safety, health and environmental performance.
• Manage hazardous and non‑hazardous waste in an environmentally sound and cost‑effective manner that meets or exceeds regulatory and company requirements.
• Coordinate workplace and ambient‑air monitoring; maintain environmental source and hazardous‑material inventory records needed for permitting, reporting, emergency planning and compliance.
• Develop, maintain and test spill‑prevention, contingency and emergency‑response plans; coordinate with local emergency‑response organizations and participate in drills.
• Monitor current and pending EHS legislation and maintain credible, productive relationships with regulatory personnel.

Minimum Qualifications:

• Significant California EHS regulatory experience in chemical or process manufacturing.
• Strong knowledge of applicable federal, California and local EHS requirements, including BAAQMD, CUPA/CERS, CalARP, Cal/OSHA, DTSC and related programs.
• Demonstrated ability to independently interpret regulations, permits, agency requirements and applicability, and to make sound compliance decisions within your areas of expertise.
• Direct experience with permitting, reporting, inspections, audits and regulatory‑agency interactions.
• Proven ability to recognize hazards and compliance gaps, influence stakeholders and drive corrective actions through completion.
• Working knowledge of MOC, PHA/LOPA, PSSR, incident investigation and process‑safety principles.
• Strong technical writing and communication skills, including the ability to translate EHS requirements into clear direction for a multidisciplinary workforce.
• Bachelor's degree in a relevant technical field, or an equivalent combination of relevant education and experience.

Preferred Qualifications:

• Direct experience in Bay Area chemical manufacturing and with regional regulatory agencies.
• 10+ years of relevant work experience in similar role/position
• Previous people‑management or supervisory experience.

Schedule and Work Environment:

This is an on‑site, full‑time position with a typical Monday‑Friday schedule of approximately 40 hours per week. Occasional on‑site support during nights and weekends is required based on plant needs, incidents or emergencies.

The role works in an industrial catalyst and chemical manufacturing environment, both indoors and outdoors. During the normal course of work, the employee may be exposed to weather, confined spaces, heights, noise, vibration, dust, heat, cold, chemicals, gases and substances under pressure. Appropriate training and personal protective equipment are provided and required.

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer.
• Ability to lift up to 15 pounds at times.
• Ability to wear half‑face and full‑face respirators, including successful medical clearance and fit testing.
• Ability to work safely in confined spaces and at heights when required.

Additional Requirements:

• Ability to successfully complete required pre‑employment medical and background screenings.
• Commitment to safe work practices, required training and prompt reporting of unsafe conditions.
