Job summary

Par Health is seeking an Environmental Health & Safety Manager to lead EHS programs for the Raleigh site. You will oversee policy development, regulatory compliance, and performance metrics to meet company safety standards and industry regulations.

Job Description Summary

The primary purpose of the Environmental Health & Safety Manager is to provide leadership and direction to assure that the assigned location(s) is compliant in the areas of Environmental Health & Safety and performs in a manner that meets or exceeds the company EHS strategy and performance expectations. The EHS Manager will also champion projects to achieve location, department, and company goals/objectives.

Essential Functions

Oversees the development, implementation and performance monitoring of environmental health and safety policies and procedures across the site aligned with regulations and corporate EHS policies. Responsible for all EHS compliance and program activities. Assures compliance with federal, state, and local regulations pertaining to environmental and safety. Manages all contact with appropriate agencies. Develops EHS strategies that support business needs and vision for organization. Ensures appropriate corrective actions are taken on health, safety and environmental hazards or potential hazards. Develops and maintains metrics to ensure ongoing performance.

Responsible for developing and implementing EHS management systems and supporting programs to reduce injury potential and ensure robust regulatory compliance. Responsible for identifying and communicating to site Director and Corporate staff site EHS Risk potential and recommending mitigation plans for reducing and/or controlling the site's risk. Ensures compliance with hazardous waste regulations (local/state compliance) and assists location personnel in consolidating hazardous wastes (chemical, radioactive, and/or medical) in a safe and efficient manner.

Oversees the following major compliance programs: Title V, RCRA Part B Permit (TSD) administration, Large Quantity Generator hazardous waste program, wastewater treatment compliance and associated land application program, RCRA remediation, SARA TRI and Tier II programs, OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) Homeland Security (DHS). Leads and guides the overall operational improvement plan and the prioritization of EHS related capital improvements. Performs in the capacity of individual contributor, subject matter expert and/or leadership role for corporate projects and teams as assigned.

Schedules, develops, and administers safety/environmental audits of the location. Ensures Industrial Hygiene and Medical monitoring programs are implemented and functional as necessary for the site operation. Implementation of workplace hazard assessment and solution programs. Oversees compliance and performance monitoring for site Process Safety Management Program activities and projects.

Reviews proposed projects for EHS impacts and management of change requirements. Reviews new products for site operational EHS impacts and communicates EHS risk issues to new product project teams. Monitors chemical safety performance for location(s) and ensures technical support is available to maintain regulatory compliance and continually improve effectiveness of the system. Develops and implements EHS training curriculums necessary to maintain regulatory compliance for the location(s).

Maintains OSHA injury and illness recordkeeping compliance and serves as the site approval for all recordkeeping decisions. Manages development, implementation and performance of the assigned location(s) tactical emergency response activity including leadership champion for the program, conducting drills, recruitment of team members, training for participants and liaison with local emergency response organizations.

Ensures that a collaborative and technically competent system exists to specify and maintain safety equipment and PPE inventory for the location, including appropriate performance specification of materials. Ensures compliance with sewer use and water discharge guidelines (local/state compliance). Ensures compliance with Air Permitting, testing and discharge guidelines (local/state compliance). Ensures required environmental analytical testing and record‑keeping requirements are performed and acts as the final EHS reviewer to ensure highest quality of the work. Ensures incident investigations are conducted by appropriate location resources for EHS incidents/near misses and those investigations are of a quality that meets or exceeds the current company policy / expectations.

Provides guidance and direction to other departments to ensure compliance. Drives continuous improvement and develops employees using Six Sigma and/or Lean Manufacturing principles. Other responsibilities include regulatory interpretation, planning, auditing and information systems evaluation and implementation. Other duties as assigned with or without accommodation.

Minimum Requirements

Education: B.S. degree in Chemical Engineering, Environmental Engineering or a related Engineering field.

Experience: Minimum of 10 – 15 years of experience in a chemical, refining or pharmaceutical manufacturing environment preferred. Preferred 3 – 5 years supervisory/management experience.

Preferred experience in the following areas: OSHA Process Safety Management, OSHA General Worker Safety, Large Quantity Generator hazardous waste program management, MACT standard implementation, Title V permit implementation, Industry‑specific wastewater management.

Organizational Relationships / Scope

Reports to Raleigh Site Director.
