Salary Range: $82,000.00 To $88,000.00 Annually

COMPANY BACKGROUND:

The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers since 1988 to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We have expanded our services through a new partnership with the Iowa Department of Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO), providing an opportunity to expand our efforts and connection to the broader behavioral health safety net.

PURPOSE OF POSITION

The EHR Clinical Consultant, reporting to the Sr. Lead EHR Clinical Consultant, collaborates with member FQHCs (Federally Qualified Health Center) in support of their implementation, adoption, and on-going utilization of the electronic health record specifically focused in areas of subject matter expertise. In this capacity, the consultant will support workflow optimization and efficiency, increase staff fluency on EHR and related applications, and aid leaders on strategies for thoughtful and successful performance improvement and optimization activities to achieve Iowa PCA’s strategic goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal and essential for this position. Other duties may be required and assigned.

EHR Optimization, Governance, and Project Support

  • Lead and support EHR configuration, design, build, and optimization efforts within areas of clinical subject matter expertise, in coordination with member health centers, internal teams, vendors, and OCHIN.
  • Guide proposed EHR changes through appropriate governance channels and support successful implementation through procedures, documentation, communication plans, training resources, and change management strategies.
  • Lead or support strategic EHR projects that improve workflow efficiency, system use, data quality, regulatory compliance, patient safety, quality measurement, integrated care delivery, and achievement of HCCN and organizational goals.
  • Develop business requirements and collaborate with Analytics and Reporting to support performance monitoring, reporting, analytic tools, and data-informed decision-making related to assigned projects.

Training, Technical Assistance, and Stakeholder Support

  • Maintain a strong understanding of the EHR and related applications, including clinical workflows, standardized processes, documentation expectations, system updates, regulatory requirements, and best practices.
  • Provide training, coaching, and technical assistance to health center staff, super users, EHR Support Analysts, providers, and project stakeholders to support effective EHR use, workflow adoption, compliance, and system change readiness.
  • Develop, coordinate, and maintain training materials, curriculum, reference resources, procedures, protocols, and support documentation that reflect current processes, professional standards, and system changes.
  • Serve as a point of contact and escalation resource for member health center EHR teams and the INCC support team; assist with troubleshooting, vendor ticket monitoring, issue escalation, and identification of trends or improvement opportunities.
  • Build collaborative relationships with member health centers, internal teams, vendors, OCHIN, INCC, Iowa PCA, and applicable workgroups or committees to share knowledge, provide subject matter expertise, and support progressive change.

Assessment, Data Quality, and Continuous Improvement

  • Apply continuous improvement and facilitation tools to assess EHR adoption, competency, learning gaps, workflow effectiveness, operational needs, and support needs across member health centers.
  • Support procedures to assess and improve EHR data quality, including accuracy, accessibility, comprehensiveness, consistency, precision, definition, integrity, timeliness, and security.
  • Conduct root cause analysis when data quality, workflow, or adoption expectations are not met and provide training, reference resources, follow-up support, and recommended actions to strengthen data and system quality.
  • Support health center operations through policies, tools, monitoring, implementation support, and interdisciplinary collaboration needed to strengthen EHR application adoption and long‑term success.
Education and/or Experience
  • A degree in a clinical health care field (e.g., nursing, medical assistant, nursing assistant, etc.) and experience (minimum 5 years) in a relevant healthcare role.
  • Epic Clinical Content Builder Certification required within 3 months of hire.
  • Experience using Epic EHR system within areas of subject matter expertise. Ambulatory experience strongly preferred.
  • Proficiency with use of MS Teams, Outlook, PowerPoint, SharePoint, Excel, and Word.
TELECOMMUTING AND TRAVEL:

This position is required to be on‑site at least two days per work week. Some travel to community health centers and partners is required via vehicle or to conferences via air travel.
