Qualifications

  • Bachelor’s degree or equivalent combination of education and experience.
  • Extensive interpersonal communication skills.
  • Must satisfy EEOC MD-110 training requirements.
  • Minimum 10 years’ experience conducting federal EEO investigations/counselings.
  • Experience with VA ORM and CBP EEO investigations.
  • Strong report writing and objective analytical abilities.
  • Ability to handle sensitive, confidential matters with professionalism.

Responsibilities

  • Assign cases to investigators and review ROIs, plans, and processes.
  • Ensure investigations comply with EEO laws and MD-110 guidelines.
  • Interview RMOs, witnesses, and SMEs and maintain proper file structure.
  • Review ROIs and case files within required timeframes for quality.
  • Advise investigators on strategy for difficult cases and uncooperative subjects.
  • Track investigations to ensure timeliness and legal sufficiency.
  • Conduct orientation and training sessions for EEO staff.
  • Respond to Information Requests from federal agency customers.

CES is looking for an Equal Employment Opportunity Case Manager with knowledge of EEOC guidelines pursuant to 29 Code of Federal Regulations (C.F.R.) 1614 and the Civil Rights act of 1964, who will be responsible for assigning cases to investigators, reviewing, correcting, and advising on all report of investigations (ROI); and tracking investigations to ensure they are being conducted in a timely manner.

Duties/Responsibilities
  • Will ensure that discrimination complaints within federal agencies are investigated fairly, promptly, thoroughly, and in strict compliance with EEO Laws and regulations.
  • Assigning cases to Investigators, reviewing/correcting/advising on all Report of Investigations (ROI), Investigative Plans, and process flow.
  • Ensure agency specific and EEOC MD 110 guidelines are met, correct format and correct theories are being used, and that all applicable Responding Management Officials (RMO), Witnesses and Subject Matter Experts (SME) are interviewed.
  • Review completed ROIs/case files within the required timeframe to ensure cases are of high quality and are completed in a timely manner.
  • Advise Investigators regarding strategy to use for difficult cases as well advising on how to conduct investigations for cases which entail uncooperative complainants/witnesses.
  • Track all investigations to ensure they are being conducted in a timely manner and assist Investigators, as necessary, to ensure that investigations are legally sufficient and timely.
  • Reviewing all complete case files as needed, prior to being finalized to ensure that all pertinent documents have been included in investigative file and that the file is constructed based on correct format order.
  • Conduct periodic orientation and training sessions for EEO Investigators and Counselors.
  • Address Requests for Information from federal agency customers in a timely manner.
Required qualifications/skills:
  • Bachelor’s degree, in related field or equivalent combination of education and experience.
  • Excellent Interpersonal communication skills.
  • EEO Certification: Must satisfy the mandatory training requirements set forth by EEOC (EEOC MD-110).
  • Minimum 10 years’ experience conducting federal EEO Investigations and/or Counselings demonstrating knowledge in applying and interpreting laws, regulations, and rules related to employment relations, civil rights compliance, discrimination, and/or equal opportunity.
  • Experience as an EEO Case Manager on Department of Veterans Affairs (VA) -Office of Resolution Management (ORM) EEO Investigations and/or US Customs and Border Protection (CBP) EEO Investigations.
  • Demonstrated proficiency in writing reports of investigation and summaries with attention to detail and the ability to conduct an objective and complex analysis of facts as applied to specific policy standards, laws, and regulations.
  • Demonstrated ability to exercise professional and objective judgment on sensitive and confidential matters
  • Proficient using office automation equipment and software to include Adobe, Microsoft Word and Excel, and email.
Preferred Qualifications/Skills
  • Minimum of Five (5) years’ experience as an EEO Investigations Case Manager for federal agencies or for a contractor on federal EEO Services contracts.
