Job summary

Kingdom Global Community Development Corporation seeks an EEIC Resource Lead contractor to connect entrepreneurs with small business supports across three counties from Calverton, MD. You’ll maintain the EEIC resource library, coordinate referrals, and manage outcomes under an SOW.

As an independent contractor, you will set your schedule, engage partner networks, draft MOUs, represent EEIC at events, and ensure timely deliverables while reporting monthly to KGCDC's Program Manager.

Qualifications

Engagement Summary

KGCDC is seeking to engage an independent contractor to serve as the connector between EEIC participants and the full ecosystem of small business support available across Prince George's, Montgomery, and Howard Counties, under a defined Statement of Work (SOW). The Contractor will be responsible for producing the deliverables described below, using the Contractor's own professional methods, outreach approach, and scheduling, subject only to the referral, reporting, and event outcomes specified in the SOW.

Where the Back Office Coaches provide expert advisory sessions, the Resource Lead provides systemic connection — maintaining the EEIC resource library, coordinating referrals to SBA programs, capital providers, government contracting offices, legal aid, and economic development agencies, and actively managing the relationships that make those referrals meaningful. The Resource Lead also supports recruitment outreach, bringing new participants into the EEIC through community partnerships.

This is a project-based engagement with a fixed scope and end date tied to the program cycle. It is not intended to create and does not create an employment relationship between the Contractor and KGCDC. The Contractor is engaged for the results to be achieved, not for the specific means or manner by which those results are produced, except where coordination with the program calendar requires otherwise (see Independent Contractor Terms below).

Scope of Services — Deliverables

• Serve as the primary resource navigator for EEIC participants — connecting entrepreneurs to external small business support services, capital programs, government resources, and technical assistance providers in the region
• Maintain an up-to-date EEIC Resource Library covering SBA loan programs (7(a), 504, Microloan), SBDC and SCORE services, county economic development programs, CDFIs and minority lending institutions, government contracting and procurement resources, legal aid and business law clinics, and workforce development programs
• Conduct intake conversations with participants to identify resource needs and develop individual referral plans
• Follow up with participants after referrals to confirm connection and track outcomes
• Document all referrals and outcomes in the CRM for SBA reporting purposes

Community Partnership Management Deliverables

• Cultivate and maintain active working relationships with partner organizations across the three-county service area — libraries, community colleges, faith communities, workforce agencies, municipal offices, and business associations
• Draft and coordinate Memoranda of Understanding (MOUs) with key referral partners
• Represent EEIC at community events, partner convenings, and networking opportunities identified in the SOW
• Support participant recruitment outreach through community partner channels
• Invite partners to EEIC events
• Coordinate logistics and vendor/partner recruitment for Matchmaking & Resource Fairs — confirm exhibitors, speakers, and resource providers
• Support the Intergenerational Financial Event as a resource connector — identify relevant organizations and individuals to feature
• Assist the Program Manager in maintaining the program master calendar for external-facing events and partner activities
• Brief participants in all program tracks on available resources at intake and throughout the program year

This engagement is structured, and will operate in practice, as an independent contractor relationship. The Independent Contractor Agreement will reflect the following terms:

• Methods and manner: The Contractor determines the approach used to build partner relationships, conduct outreach, and coordinate referrals. KGCDC's role is limited to defining resource categories, reporting requirements, and events requiring EEIC representation — not directing day-to-day outreach methods.
• Schedule: The Contractor sets their own schedule for partner meetings, intake conversations, and follow-up outreach, provided referral, reporting, and event deliverables are met by the dates in the SOW.
• Location: The Contractor determines travel and meeting logistics across Kingdom Care Center and the three-county service area, based on where partner meetings, intake conversations, and community events occur.
• Other clients and business activity: The Contractor may perform services for other clients during the engagement period and is encouraged to maintain an independent client base, provided there is no conflict of interest with KGCDC's SBA-funded program.
• Assistants and subcontracting: With advance notice to KGCDC, the Contractor may engage their own assistants to help complete deliverables; the Contractor remains responsible for the quality and timeliness of all deliverables.
• Tools and investment: The Contractor is responsible for providing their own computer, phone, transportation, and other equipment and materials needed to perform the services, except for access to KGCDC program systems, facilities, or materials required specifically for scheduled sessions or events.
• Payment structure: Compensation is paid against submitted and accepted monthly activity reports — not on an hourly, weekly, or salaried basis. See Compensation & Payment Structure below.
• No benefits or withholding: The Contractor is not eligible for employee benefits. KGCDC will not withhold federal, state, or FICA taxes; the Contractor is solely responsible for their own tax obligations and must carry applicable business insurance.
• Term and renewal: This engagement is for a defined 12-month scope of work with a fixed end date. Any continuation beyond the engagement period requires a new, separately negotiated agreement — there is no presumption of ongoing or indefinite engagement.

Compensation & Payment Structure

Total contract value is $55,000 for the full 10-month engagement (September 2026 – July 2027), covering resource navigation, referral coordination, community partnership management, and program support activities described above. Payment is not tied to hours logged; the Contractor submits a monthly activity report documenting referrals made, partner engagement, and program support activities in lieu of an hourly time record.

Federal Compliance Note

Certain documentation and reporting requirements described above (CRM referral and outcome documentation, monthly activity reports) are imposed on KGCDC by the terms of its federal award and apply to this engagement solely for that reason. These requirements are not intended to, and do not, establish direction or control over how the Contractor conducts outreach or manages partner relationships; they define the records and outcomes KGCDC must be able to produce to its federal funder.

Qualifications

Required

• 3+ years of experience in community outreach, case management, social services navigation, or small business support roles
• Demonstrated knowledge of small business resources in the Prince George's, Montgomery, or Howard County region — including SBA programs, capital access, and county economic development services
• Strong relationship management skills — ability to build trust with both participants and partner organizations
• Experience with referral coordination and case tracking — ability to manage multiple participant relationships simultaneously and document outcomes
• Excellent verbal communication skills — comfortable representing EEIC at community events and partner meetings
• Commitment to serving LMI communities — demonstrated understanding of and respect for the communities EEIC serves

Preferred

• Existing professional relationships with SBDC, SCORE, PGCEDC, Montgomery County Economic Development, or other regional small business support organizations
• Experience with SBA-funded programs or community development organizations
• Familiarity with CRM tools for case tracking and reporting
• Bilingual (English/Spanish or English/Amharic) strongly preferred
• Bachelor's degree in social work, community development, business, or a related field; equivalent experience accepted
