Qualifications

  • Master's degree in education or related field.
  • State certification required; out-of-state certs considered.
  • Minimum 3 years of K-12 experience; IEP team participation preferred.

Responsibilities

  • Facilitate IEP meetings for nonpublic school students in Baltimore City and out-of-county placements.
  • Monitor and support implementation of special education services.
  • Develop high-quality IEPs per COMAR and district regulations.
  • Identify disabilities and apply definitions accordingly.
  • Prepare and submit forms and data for caseload management and MSDE funding.
  • Coordinate with outside agencies for services and placements.
  • Ensure parents are informed of the IEP process and safeguards.
  • Complete attendance, placement requests, and cost sheets for MSDE.
  • Liaise with the Coordinator of Nonpublic and manage documentation.

Essential Functions
  • Facilitate and/or participate in all IEP team meetings in the nonpublic schools for City Schools students living in Baltimore City and Out-of-County placements.
  • Monitors the implementation of special education and related services of students on caseload.
  • Monitors and supports the development of high-quality IEPs based on federal, state, and city Schools' IEP standards.
  • Demonstrates knowledge of identifying and applying definitions to disabilities.
  • Requests necessary student information and develops students' IEP folders as required by COMAR (13A.05.01 & .02) and Baltimore City Public Schools' regulations for caseload.
  • Reviews and monitors student assessments for compliance with COMAR (13A.05.01 &.02) and consults with the appropriate discipline, as needed.
  • Reviews and prepares student data and appropriate documentation for meetings as appropriate.
  • Inputs, monitors and maintains special education data for students on caseload.
  • Submits Third Party Billing information for case management.
  • Ensures that parents are informed of the IEP process, including Procedural Safeguards.
  • Refers students who need a parent surrogate to Partners for Success.
  • Reviews information of all incoming students with disabilities including returned mail to ensure timely implementation of the student's IEP.
  • Submits documentation to the Coordinator of Nonpublic for caseload management.
  • Review and submit monthly attendance for all students on caseload to ensure adherence to compulsory attendance regulations.
  • Completes and submit applications for Individual Placement Request to MSDE for funding for all students on caseload.
  • Prepares and review Annual Program Cost Sheets for submission to MSDE for all students on caseload.
  • Prepares and reviews Nonpublic Tuition Assistance Program Applications for submission to MSDE for all students on caseload.
  • Liaison with outside agencies as required to provide appropriate services and placements for students.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.
  • Performs other duties as assigned.

Maximum Salary 146737.00

Minimum Salary 75173.00

Desired Qualifications
  • Master's Degree or equivalent in education or closely related field. Degree or equivalent in education, social work, psychology or related field.
  • Valid Maryland State Department of Education Standard Professional Certificate and appropriate professional licensure. Non-Maryland applicants should possess equivalent teaching/professional certification or licensure.
  • Three years successful teaching, related services, clinical services, or related professional experience in K-12 education. Specific experience participating in IEP teams or related management responsibility preferred.
  • Knowledge of federal, state and local mandates as related to the IEP team process.
  • Knowledge of curriculum and instructional strategies.
  • Ability to identify and apply definitions to disabilities.
  • Effective verbal and written communication skills.
  • Proficient skill in the use of computer applications, including Microsoft Word and Excel

In accor dance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($75,173 - 130,303).
