Job summary

Iowa Public Employees’ Retirement System (IPERS) seeks an Education Program Manager to grow the education strategy for members across Iowa and through the retirement journey. You’ll lead event planning, program development, and cross‑department collaboration to deliver impactful learning experiences.

The role emphasizes project management, budgeting, contract oversight, and data-driven evaluation with strong written and oral communication. Some travel may be required.

Qualifications

  • Bachelor’s degree or higher with experience in educational training, course development, facilitation, or counseling.
  • Seven years of related work experience may substitute a degree.
  • Experience designing and delivering education programs for public or government audiences.

Responsibilities

  • Develop and expand IPERS education programming for members across Iowa.
  • Plan, coordinate and deliver events, trainings and workshops.
  • Collaborate with subject-matter experts and other divisions.
  • Manage budgets, contracts and vendor relationships.
  • Use data and feedback to measure program effectiveness and adapt offerings.

We are eager to add an Education Program Manager to our Strategy Division who will continue to grow the education strategy to reach members throughout Iowa and at all stages along the journey to retirement and beyond.

The right employee is an ambitious, creative thinker with outstanding skills in several areas: event planning, project management, public speaking, collaboration, budgeting, contractmanagementand attention to detail. The employee is someone who canidentify,createandfacilitateuseful educational programming using various delivery methods that simplifycomplex governmental mandates.The employee is a highly skilled communicator who has experience developing and implementing multifaceted communication/marketing plans in support of the education program, including using data to understand member needs and to measure the program’s strengths and weaknesses.The ability to clearly communicate orally and in writing are vital.

Excellent interpersonal skills are imperative, as this employee will work with colleagues and subject matter experts across IPERS to achieve success.

Hours:8:00 a.m. – 4:30 p.m., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in professional training, teaching, course development, facilitation, or counseling within an educational setting; professional human resources administration including such areas as job analysis, performance appraisal, selection devices, or labor relations; or a technical program area utilized by the employing agency.
  2. Seven years of full-time work experience in professional training, teaching, course development, facilitation, or counseling within an educational setting; professional human resources administration including such areas as job analysis, performance appraisal, selection devices, or labor relations; or a technical program area utilized by the employing agency.
  3. All of the following (a and b): a. Three years of full-time work experience in professional training, teaching, course development, facilitation, or counseling within an educational setting; professional human resources administration including such areas as job analysis, performance appraisal, selection devices, or labor relations; or a technical program area utilized by the employing agency; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  4. Current, continuous experience in the state executive branch that includes six years of full-time work as described in number two.
  5. Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Training Specialist 1.
