Qualifications

• J.D. from ABA-accredited law school required.
• Active WV State Bar member or eligible for admission.
• Minimum five years of professional legal experience, preferably in education/government/regulatory law.
• Experience advising governmental agencies or public-sector organizations preferred.
• Experience with administrative hearings, investigations, or litigation preferred.
• Strong research, analysis, and translation of complex laws into practical guidance.
• Excellent written and oral communication, analytical, organizational, and interpersonal skills.
• Ability to manage multiple priorities and maintain confidentiality.

Responsabilités

• Provide legal counsel and representation to WVDE leadership and staff on education, administrative, employment, regulatory, and government law matters.
• Research and interpret federal/state laws affecting public education and agency operations.
• Represent WVDE in administrative hearings, grievances, licensure matters, and related proceedings.
• Assist with investigations, educator licensure issues, and disciplinary matters.
• Draft and review contracts, policies, proposed legislation, rules, and other legal documents.
• Respond to legal inquiries with clear, timely guidance.
• Assist with FOIA requests and public records compliance.
• Collaborate with outside counsel and other governmental entities on litigation and policy development.
• Provide training and technical assistance on legal and compliance matters.
